Mary O'Rourke: Senator Brian Hayes quoted the Taoiseach speaking in the Dáil on Senator Higgins's seat. It is wrong for a person to hold a seat and a salary for almost four years without contributing to the House. We are not allowed to talk about those who are not here but it is wrong.
