Is the reservation related to profit versus turnover?

Joint Oireachtas Committee on Justice, Defence and Equality: Gambling Control Bill: Discussion (2 Oct 2013)

Marcella Corcoran Kennedy: Does Ms Colloms believe the fund should only be directed at people with addiction problems or could it be used for other social projects? Potentially, the fund could yield a significant amount and if there was a surplus, it could be diverted to other social projects.
