Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Michael Fitzmaurice: Yes.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Michael Fitzmaurice: The contractor is supplying it to farmers because there is a 50 m way leave. Irish Water will have done a deal with the farmers to put a pipe from Ballymore Eustace to Leixlip, for instance. It goes cross-country, but all that ground has to be reinstated because of the way leave. Whose responsibility is it? Is it the farmer on whose land the fertiliser is put on? The civil contractor has...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Michael Fitzmaurice: These are civil contractors; they are not supplying farmers.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Michael Fitzmaurice: Yes but a big problem will ensue there, and I mean no disrespect. Farmer Joe has a way leave gone through Irish Water for six to eight months and the reinstatement will be done in September. If I am working on my fertiliser spreadsheet, what I am allowed to use or what my targets are, and the contractor puts out a lot more, which it will because it has to try to grow grass and not go back...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Michael Fitzmaurice: Yes it happens-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Michael Fitzmaurice: In my part of the country, there are smaller farms. There would be a small merchant perhaps selling 200 tonnes to 1,000 tonnes to farmers in an area. I am talking about a local shop in which you can buy a pair of boots, the dinner or get steaks. I am talking about a small operation in a rural area. What is the cost involved in an IT system for the likes of them, or is there any?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Michael Fitzmaurice: The Minister of State will know this himself, coming from a rural county. I am afraid the smaller operator will just get out of selling fertiliser and we are going to leave it to the big operators, again, if there is a big cost to those small shops that sell small amounts of fertiliser.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Michael Fitzmaurice: I have concerns on Northern Ireland but I will let the others look after that.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Michael Fitzmaurice: Okay.

Written Answers — Department of Health: Medicinal Products (5 Oct 2022)

Michael Fitzmaurice: 338. To ask the Minister for Health the reason that the medication ozempic is not available through the medical card system; and if he will make a statement on the matter. [48938/22]

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (5 Oct 2022)

Michael Fitzmaurice: I think anyone would be delusional to think that if a vet is to give out a prescription, people would be running down the road to somewhere else because a farmer would nearly be embarrassed into getting the stuff. That needs to be called straight. It is my understanding at the moment, and the witnesses may or may not comment on this, is that it is in double-digit figures. The Chair, in...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (5 Oct 2022)

Michael Fitzmaurice: Ms Cantwell spoke about the derogation. It was my understanding that there was something on the table between Britain and Ireland a few years ago and Ireland did not sign up to that. Ms Cantwell might enlighten me on that. Is it not a dangerous road to go down to speak about derogations? In my opinion, if you are a licensed prescriber or responsible person where there are grandfather...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (5 Oct 2022)

Michael Fitzmaurice: I beg to differ in that a piece could be included to allow another section to do this, rather than a derogation. I am fearful of derogations.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (5 Oct 2022)

Michael Fitzmaurice: Will it be two, three or six months?

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Michael Fitzmaurice: I thank Mr. Curley for highlighting this. I believe his organisation is pretty busy in other countries explaining to people what is going on. I believe many people are watching this evening. Am I right that the plan for drained peatlands is to go back 70 years from now and whatever was not shored or drained then, whatever we want to call it, to restore 20% by 2030, 50% by 2040 and 70% by 2050?

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Michael Fitzmaurice: We will talk about peaty land if we can.

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Michael Fitzmaurice: The CAP contains different proposals that are voluntary for farmers. Is this a regulation or a directive? Is it a legally binding document that Europe is trying to bring forward?

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Michael Fitzmaurice: I do not understand how all the gears in the EU work. I understand this is COM (2022) 304. The member states were written to. Has Ireland written back yet, giving our opinion? Based on documentation I have seen, I understand Sweden has opposed this regulation. Have any other countries opposed it? What is the process in this? Where does DG Environment come in? Where do the MEPs come...

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Michael Fitzmaurice: I had understood the Netherlands had a lot of peaty soil. Is it in bother with this?

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target: COPA-COGECA (5 Oct 2022)

Michael Fitzmaurice: Article 16 deals with access to justice. Have I read this right that NGOs, some of the environmental people who love writing to Europe and telling them all the stories about Ireland - have a right and will be covered financially under the Aarhus Convention or something to object to Johnny farmer in Galway, Mayo, Roscommon or wherever who did not rewet his piece of ground? They can take on...
