e-Government Services: Motion (Resumed) (30 Apr 2008)

Barry Andrews: I wish to reflect on the limits of technology referred to by Deputy Behan. Coming up to the last election, I did podcasts. I thought I was great and was trailblazing but I did not get a single response or reaction from anybody. That may be a reflection on my standing in Irish politics.

e-Government Services: Motion (Resumed) (30 Apr 2008)

Barry Andrews: That is true. I do not believe it made an impact nor do I believe blogging is an effective method of communicating one's message. Sometimes we get ahead of ourselves but it was worth experimenting. I did three or four podcasts which are still available to anybody who may have interest in this type of thing. They would be very helpful to anybody who is having trouble sleeping at night....

e-Government Services: Motion (Resumed) (30 Apr 2008)

Barry Andrews: It was very thoughtful of Deputy Coveney to have one eye on the box. The OECD report said the public service has played a key role in ensuring that the right economic, regulatory, educational and social conditions are in place to facilitate growth and development. It is easy to knock the public service — in fact, it is almost a reflex reaction. Some people like to knock the public...

Twenty-eighth Amendment of the Constitution Bill 2008: Second Stage (Resumed) (23 Apr 2008)

Barry Andrews: I agree very much with the sentiments of Deputy Collins and thank him for sharing his time. I will begin by making a few observations about the legal framework in which we are holding this referendum and have held previous referendum campaigns. They are minor comments and do not really involve the big issue. The McKenna judgment governs, to a large extent, the way in which balance is...

[13496/08]

Cluster Munitions Bill 2008: Second Stage (Resumed) (9 Apr 2008)

Barry Andrews: I am grateful to Fine Gael for introducing this Bill in Private Members' time. I agree with Deputy White on the contribution made by Senator Boyle on the ethical issue of the National Pensions Reserve Fund when he was a Member of the Twenty-ninth Dáil. The precedent set by the Government in seeking to withdraw the national pensions funds from companies involved in the manufacture of cluster...

Foreign Conflicts. (11 Mar 2008)

Barry Andrews: The Minister anticipated the question I was about to ask, which is on climate change and its effect on the political situation in Kenya. The Acting Chairman and I attended a meeting with the Minister of State, Deputy Micheál Kitt, on Wednesday, on the issue and how it impacted on the political situation in Kenya. None of us in this Chamber has ever felt the consequences of climate change...

Overseas Development Aid. (11 Mar 2008)

Barry Andrews: Malawi is the country in which we opened our most recent embassy under the Irish Aid project and to which we contribute a considerable amount of overseas development aid. In 2006, the Malawian president named a road after Robert Mugabe. My question is on the ethical framework of future Irish Aid spending. While its being untied aid is of great credit to us, should we put pressure on...

Public Transport. (6 Mar 2008)

Barry Andrews: I commend the Minister on his work on keeping the House informed about his various reforms. He has been a reforming Minister in all the Departments for which he has been responsible and I commend him in this regard. He is taking the right approach by establishing the Dublin Transportation Authority and reforming the 1932 Act. It is a surprise that it has not yet been reformed but that is...

Public Transport. (6 Mar 2008)

Barry Andrews: Deputy Broughan is out of order in every sense of the word.

Public Transport. (6 Mar 2008)

Barry Andrews: I am sure my grandfather would be very proud to know his name is still being invoked in Leinster House so many years later.

Public Transport. (6 Mar 2008)

Barry Andrews: I am very proud of him. During the week, an issue arose regarding the popular Patton Flyer bus service from Dún Laoghaire to Dublin Airport. This has been operating very successfully and is not in conflict with any other service. Given the reforms taking place, the fact that we are adopting an alternative approach and the fact that an application for a licence has been lodged with the...
