- Joint Oireachtas Committee on Social Protection: General Scheme of the Automatic Enrolment Retirement Savings System Bill: Discussion (Resumed) (25 Jan 2023)
Marc Ó Cathasaigh: Apologies have been received from Senator Gavan. Members participating in the meeting remotely are required to so from within the Leinster House complex only. I ask members and witnesses to please turn off their mobile phones or ensure that they are on silent mode. I ask members participating remotely to use the raise hand function on Microsoft Teams if they wish to contribute. The...
- Joint Oireachtas Committee on Social Protection: General Scheme of the Automatic Enrolment Retirement Savings System Bill: Discussion (Resumed) (25 Jan 2023)
Marc Ó Cathasaigh: I will pose a few questions of my own. I thank IBEC for the opening presentation and the more in-depth submission, which I found very readable and comprehensible. The format used was very helpful to me. I will touch on that last point regarding increasing labour market costs first. I have a degree of sympathy as there have been a lot of changes with regard to labour market costs. The...
- Joint Oireachtas Committee on Social Protection: General Scheme of the Automatic Enrolment Retirement Savings System Bill: Discussion (Resumed) (25 Jan 2023)
Marc Ó Cathasaigh: I see the merit in it but wonder whether primary legislation is the place to address it. I do not know whether Mr. O'Brien has a view on that. It seems it may be a structure that could be put in place by means of regulation. Primary legislation has to stand a 20- or 30-year test. I do not know about naming a particular institution in that context.
- Joint Oireachtas Committee on Social Protection: General Scheme of the Automatic Enrolment Retirement Savings System Bill: Discussion (Resumed) (25 Jan 2023)
Marc Ó Cathasaigh: I understand that point and the tensions that exist; however, in general, somebody going to end up in an occupational pension is probably in longer-term employment, whereas much of what we are trying to do in creating an auto-enrolment model is aimed at people who may be in more transitory employment. I have not drafted the Bill but believe that if you allow the six-month opt-out period, a...
- Joint Oireachtas Committee on Social Protection: General Scheme of the Automatic Enrolment Retirement Savings System Bill: Discussion (Resumed) (25 Jan 2023)
Marc Ó Cathasaigh: A couple of submissions have suggested using Revenue rather than creating a central processing authority, CPA. This is not an area I understand particularly well, never having been an employer at the scale in question. Mr. O'Brien says employers are used to dealing with the Revenue Commissioners. I want to give him a chance to expand on that and why he believes a CPA model might be overly...
- Joint Oireachtas Committee on Social Protection: General Scheme of the Automatic Enrolment Retirement Savings System Bill: Discussion (Resumed) (25 Jan 2023)
Marc Ó Cathasaigh: If there is a good counterargument I have not heard it yet. It is something that we will have to look into.
- Joint Oireachtas Committee on Social Protection: General Scheme of the Automatic Enrolment Retirement Savings System Bill: Discussion (Resumed) (25 Jan 2023)
Marc Ó Cathasaigh: As no other member wants to contribute that concludes our public session on the matter. I thank the representatives from IBEC for their constructive and positive engagement with the committee. Go raibh maith agaibh go léir. I now propose that the committee go into private session to consider other business. Is that agreed? Agreed.
- Joint Oireachtas Committee on Autism: Autism Policy: Discussion (Resumed) (24 Jan 2023)
Marc Ó Cathasaigh: I thank the witnesses, both for the opening statements and the testimony. I will pick up on the last point first, that is, the idea of human rights. The trap into which all of us fall, even those on this committee, is in talking about autistic people as if they were one type of person. It does as much good as talking about a Waterford person as one type of person. There will be the same...
- Joint Oireachtas Committee on Autism: Autism Policy: Discussion (Resumed) (24 Jan 2023)
Marc Ó Cathasaigh: Is there a suggestion or danger that this would make the autistic child more dependent on their parent? Does it become too parent-dependent or focused or is that not what research shows?
- Joint Oireachtas Committee on Autism: Autism Policy: Discussion (Resumed) (24 Jan 2023)
Marc Ó Cathasaigh: I thank Dr. Roddy. I will finish with a comment rather than a question. If we want improved labour market participation rates, we are talking about inclusion. The labour market needs to move to the person rather than trying to make a space for the person to integrate into the labour market.

- Ceisteanna Eile - Other Questions: Public Transport (19 Jan 2023)
Marc Ó Cathasaigh: 10. To ask the Minister for Transport, Tourism and Sport if he will outline his engagement with Local Link operators in the context of their increased role in providing rural public transport under Connecting Ireland; and if he will make a statement on the matter. [1945/23]
- Ceisteanna Eile - Other Questions: Public Transport (19 Jan 2023)
Marc Ó Cathasaigh: Under this Government, with Green Party involvement, there has been investment in public transport and rural public transport in particular, the likes of which has not been seen previously but much of the burden for implementing the Connecting Ireland plan, which is pivotal to providing rural public transport, is falling on Local Link services. Will the Minister outline his engagement with...
- Ceisteanna Eile - Other Questions: Public Transport (19 Jan 2023)
Marc Ó Cathasaigh: I thank the Minister. I am glad he has been engaging with them, but I am not sure the answer goes to the crux of the issue. He has had an invitation to go to County Sligo to go surfing; he can come to County Waterford and go surfing as well but I will make him check in with the Local Link operator there if he does. County Waterford provides probably one of the best Local Link services in...
- Ceisteanna Eile - Other Questions: Public Transport (19 Jan 2023)
Marc Ó Cathasaigh: It can be phrased both ways as a burden and an opportunity, which it certainly is. There is an administrative burden and many people are being asked to do a lot of extra work. It needs support and resourcing. They are the correct vehicle - forgive the pun - for delivering this. Uptake has been excellent. The Lismore-Cappoquin-Dungarvan route provides an hourly service, which is well...

[1946/23]
