[32180/18]

Written Answers — Department of Health: National Cervical Screening Programme (12 Jul 2018)

Clare Daly: 485. To ask the Minister for Health if women who are concerned in regard to the possibility that a cervical smear test may have returned a false negative, and who wish to see a consultant in order to have their test results reviewed and to clarify the state of their health and choose to do so privately in order to speed up the process, cannot then return to the public system for treatment...

Employment (Miscellaneous Provisions) Bill 2017: Report Stage (Resumed) (11 Jul 2018)

Clare Daly: The amendment needs to be defeated tonight. If people want to re-examine it in the Seanad because they believe it is too open, that is their prerogative. I hear what Fianna Fáil is saying. We do not need an amendment to clarify the situation precisely because, as stated by the Minister in outlining what Kevin Foley had to say, other safeguards would kick in. It is implied that there...

Employment (Miscellaneous Provisions) Bill 2017: Report Stage (Resumed) (11 Jul 2018)

Clare Daly: The Minister's explanation was a graphic example of making a mountain out of a molehill. In fact this amendment was an incredibly positive measure and entirely in keeping with the EU part-time workers directive. It serves to enhance the security and opportunity to work extra hours for part-time workers should they desire to do so. The Minister referred to the directive and the...

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Clare Daly: I have questions on this area as well.

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Clare Daly: I welcome the witnesses. I have so many questions that I wish this meeting could continue for longer than proposed. I accept that it is not the witnesses' fault, but this is the second high-powered delegation we have met from the Department of Justice and Equality that is all male. As I said, it is not their fault. However, it is clearly a reflection of the position of women in terms of...

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Clare Daly: Yes. I do not mind if the answers are short.

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Clare Daly: Does Mr. Costello have to hand information on the proportion of people in direct provision for more than two years since the new system came into effect?

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Clare Daly: For more than two years.

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Clare Daly: I appreciate that Mr. Costello acknowledged the problems that existed previously, which were frightening for the people who were not accepted and sent back to their home countries. I am happy to analyse Mr. Costello's answers as progress is made going forward. The issue of delays in processing applications was raise by other members. I accept that there are many reasons for the delays in...

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Clare Daly: That is fine, but where is the discretion? We talked about discretion. This is somebody who, up to that point, had lived in Ireland for 15 years, who had no problems here because he had been granted citizenship and who has no access to that new information. For 18 months, this person has been told that INIS has some new information but that it will not tell him what it is, that it is off...

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Clare Daly: Does Mr. Kirrane think this 18-month period was reasonable?

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Clare Daly: Does this seem strange to Mr. Kirrane because it seems incredibly strange to me, and I am not talking about the details at all?

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Clare Daly: Based on what I told Mr. Kirrane and accepting the bona fides of that person who had already lived in Ireland for 15 years with nothing - INIS would have had proof of the position because it scrutinises and analyses cases and nothing showed up during its investigations - he was invited to the citizenship ceremony. Additional information is fine but it has been 18 months, which is probably a...

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Clare Daly: To me, that and even Mr. Kirrane's answer reflect a certain problem.

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Clare Daly: We are not doing that.

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Clare Daly: No identifying points were made. When Mr. Kirrane stated that resources have to cover a broad range of issues and cannot just deal with citizenship, I presume he meant that the application is just sitting there for a number of months and nobody is doing anything about it.

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Clare Daly: There are no identifying features either.
