(22 Feb 2018)

Jonathan O'Brien: I have two brief questions. On the PEACE and INTERREG programmes, the Minister indicated that the possibility of providing support for the programmes post-2020 would be examined favourably. Much will depend on the outcome of the Brexit negotiations. Is the Department engaged in planning in this area? I presume a lead-in time is required in identifying programmes. Will the Minister...

Vote 39 - Office of Government Procurement (Revised)
(22 Feb 2018)

Jonathan O'Brien: I welcome the Minister's comments on the continuation of the PEACE and INTERREG programmes until 2020. I have no doubt that he is committed to trying to secure funding for the programmes after 2020. In that regard, it is welcome that he is examining the legal basis for EU programmes involving third party countries. When will decisions be made on these matters? I presume they must be made...

Jonathan O'Brien: The ring road.

Committee on Budgetary Oversight: Business of Joint Committee (21 Feb 2018)

Jonathan O'Brien: That is tomorrow.

Committee on Budgetary Oversight: Equality Budgeting Initiative: Department of Public Expenditure and Reform (21 Feb 2018)

Jonathan O'Brien: The apprenticeships issue does feed into a change in policy which is an obvious knock-on effect. In fairness to the Department of Education and Skills, this step-change in policy has taken place, because there was a review of the apprenticeship programme. This examined expanding the programme to make some of the apprenticeships more attractive to different genders and age groups. This...

Committee on Budgetary Oversight: Equality Budgeting Initiative: Department of Public Expenditure and Reform (21 Feb 2018)

Jonathan O'Brien: I agree with the Chairman. Even in the area of apprenticeships, the Department has looked at expanding the programme and other apprenticeship programmes that would make it more attractive but we need further data on questions such as how many complete the apprenticeships or how many gain employment afterwards. Having 300 people take up apprenticeships is not the same as having 300 people...

Written Answers — Department of Public Expenditure and Reform: National Monuments (21 Feb 2018)

Jonathan O'Brien: 94. To ask the Minister for Public Expenditure and Reform if his attention has been drawn to the fact that the execution site of four persons in December 1922 in Roscrea Castle is at present being used for storage by the OPW and that the relatives and various local organisations are requesting that the site be opened on a permanent basis and prepared for the 100 year anniversary; his plans to...

Topical Issue Debate: Road Projects (15 Feb 2018)

Jonathan O'Brien: The Minister may be aware that the week before last I tabled a parliamentary question on this issue and received a reply from his Department. The reply stated:The initial selection and prioritisation of works to be funded is a matter for the local authority. The Department has not received any proposal from Cork City Council in respect of a proposed upgrade of Tinker's cross junction in...

Topical Issue Debate: Road Projects (15 Feb 2018)

Jonathan O'Brien: That is perfect. I appreciate it. I do not know if contact has been made with the Department either. It could also be that the information from Cork City Council is wrong. I am not for one moment saying the Department is wrong in its answer to my parliamentary question. When the Minister gave the answer last week, it kind of fitted in with everything that I was hearing on the ground,...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2018
Vote 13 - Office of Public Works (Revised)
(15 Feb 2018)

Jonathan O'Brien: A great deal of misinformation is being put out by some groups about the cost of the tidal barrier in Cork. While Mr. Syndenham said the figure the Save Cork City Campaign has come up with may be realistic if the barrier could be constructed wherever we wanted, there are many difficulties relating to navigation, conservation areas and so on, which would push up the cost. Will the Minister...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2018
Vote 13 - Office of Public Works (Revised)
(15 Feb 2018)

Jonathan O'Brien: I agree with the Minister of State. The campaign group itself also appeared before a committee of the Oireachtas. As I said, as somebody from Cork I want to see the project pushed ahead as quickly as possible from the OPW side. Can the Minister of State give us any update on the issue of insurance? Has he met with any members of the insurance industry around reworking the memorandum of...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2018
Vote 13 - Office of Public Works (Revised)
(15 Feb 2018)

Jonathan O'Brien: The 12 properties in question are all former Garda stations. If there is a hold on transferring Garda stations because of the review, there is probably very little likelihood of further properties being transferred for community use given that the previous 12 were former Garda stations.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2018
Vote 13 - Office of Public Works (Revised)
(15 Feb 2018)

Jonathan O'Brien: Will the witnesses address the issue of the number of properties that are sold by private treaty rather than by public auction? Is there a reason some go to auction and some are sold by private treaty?

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2018
Vote 13 - Office of Public Works (Revised)
(15 Feb 2018)

Jonathan O'Brien: I do not have the 2017 figures, but if we look at 2014, 15 properties were sold by public auction and none by private treaty. In 2015 that changed to ten by public auction and 19 by private treaty, and in 2016 there was only one by public auction and 18 by private treaty. There has certainly been a shift away, based on the information I have, from public auction to private treaty. Is this...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Our Public Service 2020: Minister for Public Expenditure and Reform (13 Feb 2018)

Jonathan O'Brien: I have one question for the Minister as I have to attend a meeting of the Committee on Budgetary Oversight at 4 p.m. With respect to having better services and better engagement with the public and the movement to online services, there have been some good initiatives in that part of the reform. For instance, the waiting period for the processing of applications for Garda e-vetting has...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Our Public Service 2020: Minister for Public Expenditure and Reform (13 Feb 2018)

Jonathan O'Brien: We met the Minister of State, Deputy O'Donovan and we are eager for the Public Sector Standards Bill to progress as quickly as possible. We are fully supportive of it. Other people have some issues with some sections of it but we are eager to work with the Minister of State to get it done as quickly as possible.

Written Answers — Department of Health: Industrial Disputes (8 Feb 2018)

Written Answers — Department of Transport, Tourism and Sport: Road Projects Status (6 Feb 2018)

Jonathan O'Brien: 548. To ask the Minister for Transport, Tourism and Sport the status of the proposed upgrade of Tinker's cross junction in Cork city; and if he will make a statement on the matter. [5900/18]

Written Answers — Department of Transport, Tourism and Sport: Road Projects Status (6 Feb 2018)

Jonathan O'Brien: 549. To ask the Minister for Transport, Tourism and Sport the status of the proposed northern ring road in Cork city; and if he will make a statement on the matter. [5901/18]

Written Answers — Department of Children and Youth Affairs: Departmental Data (6 Feb 2018)

Jonathan O'Brien: 561. To ask the Minister for Children and Youth Affairs the postal and printing services outsourced to the private sector in 2017 by her Department; the purpose of the service; the cost involved; and if she will make a statement on the matter. [5902/18]
