Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: I know that.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: I would have thought that somebody coming in with the 2018 financial statements that have been signed off by the board, audited, approved by Cabinet, lodged with the Oireachtas, noted and presented at the committee would be able to give us information on any figure within those accounts. That is what the Committee of Public Accounts is about. Getting a set of accounts is just the start of...

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: Whatever. We might not be here for too much longer. I am expressing the frustration of all members here today. We were here last January and we extracted the figure of €1.433 billion at that meeting. We have not been given one single new figure today, 11 months on. There is a bit of frustration on this side of the table. We have a set of audited accounts and when I asked my first...

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: Believe it or not, I am going there. I am starting from the board's financial statements, which include a reference to phase A. I am not inventing a question. I am asking for details on matters the board refers to in paragraph 7, page 35 of its financial statements. It is fine. I will take the figure of €100 million for now. We will get the breakdown. Can anyone indicate how...

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: That is nice to know. That is the breakdown. Mr. Devine has answered that question. I will take that as an answer. I am now moving on to phase B. I am reading on in the same paragraph: "In 2018, having agreed the GMP [guaranteed maximum price] for the project, the contract for the main works [which was held by BAM, if I am correct] was awarded for €887.7m (ex vat)". VAT came to...

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: So that is €1.007 billion plus the €100 million.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: That is fine. I am just trying to get information. Phase A is part of the overall thing. It had been referred to separately and I wondered whether it was a separate issue. I will now refer to the chart which provides the breakdown of the figure of €1.433 billion, which is on page 88 of our periodic report No.6. Do the witnesses have this chart in front of them?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: Okay. It is just not up on the screen. There is a row titled "Net Main NCH Construction". Does the big figure of €890 million refer to the BAM element?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: Does the VAT come in under it?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: In that case, BAM is in line to get approximately €1 billion.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: I am just trying to get a breakdown of the figures. Page 26 of the financial statements refers to total capital commitments for contracts not provided in the financial statements. These are contracts that have been entered into but have not come up yet and are not in the financial statements. The total amount, including VAT, is €997 million. The sum of €260 million has...

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: Mr. Gunning said the total project cost is €1.433 billion between now and 2022 or 2023.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: The difference between the two is €176 million.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: At this stage, Mr. Gunning is saying the contract has been signed for 88% of the costs, namely, €1.433 billion?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: Has the board entered into any new contractual arrangements that were not in place at the end of December last year?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: Mr. Gunning mentioned that additional procurement will be needed for equipment for the project. Can everything for the period from 1 January 2019 to the hand-over of the hospital be completed for €176 million to give the figure of €1.433 billion? We are not talking about inflation. Does Mr. Gunning have an estimate of what further costs will be incurred to complete the...

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: Yes, I have said that.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: Of course. I am looking at the full length of the contract.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: Does that €155 million cover everything the board will expect up to the end of 2023?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2018 (5 Dec 2019)

Seán Fleming: We dealt with those issues in our periodic report so we understand that. We had a brief discussion on that. The board is operating on a very tight amount. A total of 88% of the costs of completion to 2023 has already been committed. That leaves very little. Is Mr. Gunning satisfied that the small amount of €155 million will see out the remaining life of the project?
