Committee on Disability Matters: Progressing the Delivery of Disability Policy and Services: Discussion (Resumed) (16 Jul 2025)

Micheál Carrigy: I apologise for not being here earlier. In the previous term I served as chairperson of the Joint Committee on Autism. I did a lot of work in the area of promoting inclusivity. We developed a project in Leinster House. I felt that if we were going to make people aware everywhere else or ask other organisations or places to make a change, we needed to make those changes here first. We...

Committee on Disability Matters: Progressing the Delivery of Disability Policy and Services: Discussion (Resumed) (16 Jul 2025)

Micheál Carrigy: I really just want to make a point. I want to highlight things that I feel could be done and ways that we could make sure the electoral system is more inclusive. Those in the disability community should not be expected to pay that fee. We have a system there. I will give Mr. O'Leary the remaining time to comment.

Joint Committee on Social Protection, Rural and Community Development: Engagement on Matters Relating to Pre-Budget Submissions: Discussion (Resumed) (16 Jul 2025)

Micheál Carrigy: I welcome all the representatives today. For a long time, I have been involved in local community work, working with the local LEADER company in Longford, Longford Community Resources Limited. I have been involved in numerous applications and I know the tedious paperwork associated with it. It is that way for a reason - to ensure it is done right and there are no issues when it comes to...

Micheál Carrigy: I have another question.

Joint Committee on Social Protection, Rural and Community Development: Engagement on Matters Relating to Pre-Budget Submissions: Discussion (Resumed) (16 Jul 2025)

Micheál Carrigy: I apologise; I did not think I would be limited on time. I welcome, in particular, Ms Cronogue from Longford. I have worked closely with her for many years. County Longford PPN does fantastic work. We have the highest percentage of organisations in the country registered with the local PPN. We had an event here in September of last year where Ms Cronogue came to Leinster House and...

Micheál Carrigy: We have no apologies. I advise members of the constitutional requirement that members must be physically present within the confines of the Leinster House complex in order to participate in meetings. Today the select committee is required to consider the Revised Estimates in respect of the Department of Housing, Local Government and Heritage – Vote 34; Tailte Éireann –...

Micheál Carrigy: I am well aware of this and was going to propose ten minutes. When people do not give apologies, we do not know who is going to be here so it is hard to judge.

Vote 23 - An Coimisiún Toghcháin (Revised)
Vote 34 - Department of Housing, Local Government and Heritage (Revised)
(15 Jul 2025)

Micheál Carrigy: I have a few points myself. On the Minister’s last point on consistency, and on circulars being issued to local authorities, there seems to be a disparity in the amounts being spent. I think €11,000 per unit is refundable. My local authority has done significant work to reduce the number of voids from the high of probably two years ago to a low now. We are down in the region...

Vote 16 - Tailte Éireann (Revised)
Vote 23 - An Coimisiún Toghcháin (Revised)
Vote 34 - Department of Housing, Local Government and Heritage (Revised)
(15 Jul 2025)

Micheál Carrigy: I have a couple of points on the Revised Estimates. Representatives of the Residential Tenancies Board were at a committee meeting recently. Also before the committee were representatives of Tailte Éireann, whose job it is to manage the registration of properties. All I seem to hear about is delay after delay. Indeed, the RTB is saying it has not the capacity or funding to resource...

Micheál Carrigy: Let me just comment on a figure on which I have a view. Only 57% of houses, units or apartments are State supported. Is that sustainable?

Vote 23 - An Coimisiún Toghcháin (Revised)
Vote 34 - Department of Housing, Local Government and Heritage (Revised)
(15 Jul 2025)

Micheál Carrigy: I have one quick point. I see the amount of funding under the heritage heading. As the Minister will know, I come from the midlands. The Estimate amount for peatlands restoration projects is €14 million, which seems quite minimal. I know there is the just transition fund, which is separate, contributing to projects, but €14 million seems minimal for the significant amount of...
