(21 Jun 2018)

What has the Department learned from it? Were governance procedures working to enable the Department to discover it?

Death of Shane O'Farrell: Motion [Private Members] (12 Jun 2018)

Catherine Connolly: ...him on the previous occasion. He will not be too happy with me but he has a similar background to the young boy who died, so it is particularly painful. I have taken the trouble to read the Garda Síochána Ombudsman Commission report in full. I am reluctantly here to criticise GSOC. I do not wish to, as we want the mechanisms to work. That is the reason they were set up. We...

Fatal Road Traffic Collision in County Monaghan in 2011: Statements (31 May 2018)

Catherine Connolly: ...he was hit from behind by a person who was driving without insurance, tax or an NCT and who was on bail at the time. More startling than that, the car was pulled over a few hours beforehand by a Garda drug squad and checked for drugs. A second man was driving the car. He had no insurance or tax, so the drivers were switched, apparently with the permission of the gardaí, and the car...

Public Accounts Committee: Garda Internal Audit Report on ICT Directorate Payments Process (31 May 2018)

Catherine Connolly: Cuirim fáilte roimh na finnéithe. Táimid fós ag streachailt agus os comhair an talún. We need An Garda Síochána, and we need trust in the organisation. I am looking forward to looking at accounts on an annual basis as with all other organisations. That is what we need in a civilised society. This is particularly the case after the past few weeks, given...

Public Accounts Committee: Garda Internal Audit Report on ICT Directorate Payments Process (31 May 2018)

Catherine Connolly: It was said that there were 94 contracts under procurement. An Garda Síochána is not unlike any other organisation but I believe there is an extra responsibility on the force when it comes to procurement. The number of contracts that are not compliant is unfortunate. Are they the same as the ones Mr. Kelly looked at?

Public Accounts Committee: Garda Internal Audit Report on ICT Directorate Payments Process (31 May 2018)

Catherine Connolly: ...dealt with. I welcome the clarity of what was said. Concern on the spend on ICT was referred to and that we thought some of it could have been done by skilled professionals hired directly by the Garda. It would probably have cost less money. That is the context. The bottom line is that private companies are in it for repeat business. That has been clearly stated by the Policing...

On page 11 it is stated that the review group believes there is a conflict with the Garda Síochána Ombudsman Commission and the Garda Inspectorate reporting into the Garda division of the Department. That was November 2014 and we are now April 2018. Has that changed?

Vote 24: Justice and Equality
(26 Apr 2018)

Catherine Connolly: ...the Department for various reasons and in very public circumstances. There have been many debates in the Dáil. I am now relating this report on the Department of Justice and Equality back to the Garda. If I look at the Department's own Vote, on page 30 we have all of the tribunals. We do not have all the tribunals; I will rephrase. We have a tiny section of the tribunals that...
