- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Dóchas Pre-Budget Submission: Discussion (11 Jun 2024)
Gerard Craughwell: Meeting those furthest behind is a very noble thing to do but is the spotlight then pointed on the government of the country in question to show that it is leaving the most deprived and impoverished to the mercy of NGOs? A point that strikes me is about if we pump money in - we are talking about a significant amount of money here - and do not have a clear audit track to follow exactly where...
- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Dóchas Pre-Budget Submission: Discussion (11 Jun 2024)
Gerard Craughwell: Are Dóchas's accounts publicly available for people to scrutinise on its website?
- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Dóchas Pre-Budget Submission: Discussion (11 Jun 2024)
Gerard Craughwell: Going back to my military days, every now and then we had a random audit of our barracks. People would arrive from wherever and come in and check everything out. Are there random audits of the expenditure that our guests go through?
- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Dóchas Pre-Budget Submission: Discussion (11 Jun 2024)
Gerard Craughwell: I have one last question. When we took over on the United Nations Security Council, the first statement that was made was that Ireland stood with the women and girls of Afghanistan. Have we had any impact? Do the witnesses' organisations have any people working in Afghanistan? Have we had any impact on the women and girls? I cannot imagine what it must be like for a young woman aged...
- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Dóchas Pre-Budget Submission: Discussion (11 Jun 2024)
Gerard Craughwell: Okay. I thank the witnesses for their service. It is very much appreciated.
- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Dóchas Pre-Budget Submission: Discussion (11 Jun 2024)
Gerard Craughwell: I will come back in on a couple of things. First and foremost, Mr. O'Connell has reinforced the argument for getting rid of the triple lock mechanism because as long as it is in place, we will not be able to go unilaterally into Africa and assist in peacekeeping programmes, which is something we should, as a mature nation, be able to do. Where there is a dysfunctional UN Security Council,...
- Seanad: Order of Business (30 May 2024)
Gerard Craughwell: The professions of paramedic and advanced paramedic are separate and individual. An advanced paramedic is able to insert cannulas into veins or arteries to administer pain relief or lifesaving drugs. The current search and rescue supplier in Ireland, CHC, uses advanced paramedics and has advanced paramedics on its crews. This means when they go to the most remote areas in Ireland to pick...
- Committee on Public Petitions: Business of Joint Committee (30 May 2024)
Gerard Craughwell: That is okay with me.
- Seanad: An tOrd Gnó - Order of Business (29 May 2024)
Gerard Craughwell: Currently, there is a debate going on in the other House on the triple lock. Somehow or other, the triple lock has got tied in to neutrality. We will have a debate in this House, I assume, at some stage in the near future, on the triple lock. It is particularly embarrassing as I move around diplomatic circles in Dublin that people are telling me that elected Members of Parliament in this...
- Joint Oireachtas Committee on Transport, Tourism and Sport: National Cyber Security Centre: Discussion (29 May 2024)
Gerard Craughwell: I welcome Dr. Browne and Mr. Stephens. First and foremost, I must compliment the witnesses. When we first mentioned cybersecurity in this House, at that stage we were struggling to get proper terms and conditions for the organisation but I believe the NCSC is happy with that now. It has moved quite a distance there. Certainly, internationally, as I travel around Europe, I am aware of the...
- Joint Oireachtas Committee on Transport, Tourism and Sport: National Cyber Security Centre: Discussion (29 May 2024)
Gerard Craughwell: That is excellent. I will not push Dr. Browne anymore. I thank the Chair for allowing me the time. I thank Dr. Browne for his ongoing drive and support in this area. Anything we can do in this House for him, we should be doing but I think he is well capable of doing everything he needs himself.
- Seanad: An tOrd Gnó - Order of Business (28 May 2024)
Gerard Craughwell: I know that, as a member of the media committee, the Acting Leader will have some interest in what I am about to say. Since the call for the European elections started, the short amount of time allocated to candidates on RTÉ News to try to get their points across is appalling. Then we get the also-running - people who might be less known. The ones who have some bit of a profile are...
- Seanad: An tOrd Gnó - Order of Business (23 May 2024)
Gerard Craughwell: I was contacted by a county man of the Acting Leader's, Councillor Paddy McQuillan, regarding sports capital grants. It is quite shocking that the bureaucracy in this country sometimes goes totally and utterly crazy. Councillor McQuillan told me that local sports clubs work hard to get capital grants but when they are presented with the paperwork to make the application, it is so complex...
- Committee on Public Petitions: Reopening of Ennis, Nenagh and St. John's Emergency Departments: Discussion (23 May 2024)
Gerard Craughwell: I thank the Chairman.
- Committee on Public Petitions: Reopening of Ennis, Nenagh and St. John's Emergency Departments: Discussion (23 May 2024)
Gerard Craughwell: I will keep it tight. I thank the Minister for being here. Many of my colleagues have interest in what is going on in the west. I will leave that to them. I am more concerned with accident and emergency departments more generally and the lack of co-ordination.
- Committee on Public Petitions: Reopening of Ennis, Nenagh and St. John's Emergency Departments: Discussion (23 May 2024)
Gerard Craughwell: It directly impacts UHL.
- Committee on Public Petitions: Reopening of Ennis, Nenagh and St. John's Emergency Departments: Discussion (23 May 2024)
Gerard Craughwell: I will stick with UHL then. The system in the accident and emergency department is such that you go in, you are triaged and, once you are triaged, you are in the system. However, you can lie on a bed for hours without somebody seeing you. Why is there not a process manager in the accident and emergency department in UL who can ensure that a person is seen, even if there is nothing to say...
- Committee on Public Petitions: Reopening of Ennis, Nenagh and St. John's Emergency Departments: Discussion (23 May 2024)
Gerard Craughwell: I am not going to take any more time. There are people here who live in the area so I will leave them off.
- Committee on Public Petitions: Reopening of Ennis, Nenagh and St. John's Emergency Departments: Discussion (23 May 2024)
Gerard Craughwell: There is no question about the dedication of staff in any of these accident and emergency departments. What is really frustrating is dedicated staff who are being run to their nerve endings, always on the run and always trying to catch up on something or other. Clearly, the closure of Ennis was the first major strike, as far as I remember, to impact Limerick when I was living down there and...
- Seanad: An tOrd Gnó - Order of Business (22 May 2024)
Gerard Craughwell: I also welcome the people from Castlebar. It is my mother’s home town. She is a Quigley from Snugborough. It is great to have them here and it is good of the father of the House to bring them. On a serious note, we had a debate in this House before the referendum. Serious questions were asked about the tax implications, the implications for social welfare law and other parts of...
