- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)
Catherine Murphy: On that point, part of the reason they have not been spent in recent years is that they have been placed on the balance sheet against the general Government deficit. Will that continue to be an issue in respect of Irish Water or will it have control over these funds?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)
Catherine Murphy: What did we get from Bord Gáis?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)
Catherine Murphy: Mr. Barry is saying it was never realistic, that Irish Water was going to be hooked onto Bord Gáis and that there would be a minimal level of investment required to establish the new utility. He is saying it was the knowledge of Bord Gáis that was of benefit rather than its systems.
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)
Catherine Murphy: I asked several questions. I have asked who determines whether the level of capital is sufficient. There is a great deal of money to be spent on an annual basis. Is the decision on what level of capital is sufficient made by Irish Water or the Commission for Energy Regulation? Is the ability of the end user to supply that capital, if it is to be derived from consumers, factored in?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)
Catherine Murphy: There could be significant variations in water quantity and quality, depending on where people live and how advanced the systems are. Is it possible that people with very deficient systems will be charged the same amount of money as those with better systems? How will that issue be dealt with?
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Standards of Service in Water Supply: Irish Water and CER (11 Feb 2014)
Catherine Murphy: The key issue is how much people will pay for water services. That relates to both Uisce Éireann and the CER. There is a cost in keeping costs down and in upgrading the distribution and quality of water services. As I understand it, Uisce Éireann will send a proposal to the Commission for Energy Regulation. This is very different from the way Bord Gáis Energy and the ESB...

Catherine Murphy: 371. To ask the Minister for Environment, Community and Local Government if, in advance of the establishment of the housing assistance payment scheme, his attention has been drawn to the fact that there is a large reduction in the number of family homes available within the current rental system that accept rent supplement and also that as poverty increases, more and more families become...

- Down's Syndrome (Equality of Access) Bill 2013: Second Stage (7 Feb 2014)
Catherine Murphy: We have to fight that, because the users of these services are the ones who are paying the price, and that is just not right.
- Down's Syndrome (Equality of Access) Bill 2013: Second Stage (7 Feb 2014)
Catherine Murphy: I commend Deputy McGrath on bringing this Bill forward. I know there is much discussion about the Friday morning sittings of the Dáil but Deputy McGrath would make the point because this issue is very close to his heart that this will make the entire five years of this Dáil term worthwhile for him. I know he is a tireless crusader on disability rights and has done work in the area...
- Topical Issue Debate: RTE Compensation Payment (6 Feb 2014)
Catherine Murphy: The fact that this is our public service broadcaster is critical because we expect a higher standard. We expect balance because we pay a licence fee. We expect it to defend the principles of public service broadcasting. If that means taking the challenge of litigation, that must be taken up. It starts with one thing and all of a sudden we find the erosion of a whole lot of principles and...
- Topical Issue Debate: RTE Compensation Payment (6 Feb 2014)
Catherine Murphy: For the past couple of weeks, some Members have felt they were living in a parallel universe. A huge debate has been taking place online through sites such as TheJournal.ie, Broadsheet.ie, as well as on Twitter and Facebook, with the mainstream print media largely being absent from that debate. Yesterday, the head of television in RTE explained to staff the reason the broadcaster apologised...
- County Enterprise Boards (Dissolution) Bill 2013 [Seanad]: Second Stage (Resumed) (6 Feb 2014)
Catherine Murphy: We would all agree that the creation of jobs at every level needs to be assisted and facilitated. I have some concerns about the amalgamation or movement of the country enterprise boards into the local government structure. The micro sector is a key sector and has a positive knock-on effect when jobs are created. Because they are indigenous, most of the purchasing power will be retained in...

To ask the Minister for Education and Skills in relation to resource teachers who, as a direct consequence of reduction in funding, find that the schools in which they are employed are no longer in a position to continue their employment and are let go, if such persons may qualify and apply for redundancy payments as they have been forced out of employment through no fault of their own;...

[5764/14]
- Companies (Amendment) Bill 2014: Second Stage [Private Members] (4 Feb 2014)
Catherine Murphy: I also welcome this Bill and commend Deputy Donnelly on his work. Obviously, a lot of work has gone into it. The Bill is timely. In fact, I suspect that Deputy Donnelly would say that if it had been published 12 months ago, it would have been even more timely. The focus of it is absolutely right. Rightly, there is a lot of focus on job creation. I would acknowledge that some of the new...
