- Joint Oireachtas Committee on Agriculture, Food and the Marine: Solar Energy and the Agricultural Industry: Discussion (4 May 2022)
Victor Boyhan: Dr. Upton mentioned a paradigm shift, which is an understatement. We have a serious issue. Dr. Upton referred to Food Vision 2030 which, he stated, "sets the goal to develop a climate neutral agrifood system, so that by 2050 the climate impact of methane is reduced to zero and remaining agricultural emissions are balanced by removals; scale up renewable energy sources", etc. That is all...

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Solar Energy and the Agricultural Industry: Discussion (4 May 2022)

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Solar Energy and the Agricultural Industry: Discussion (4 May 2022)
Victor Boyhan: We spoke with the previous group of witnesses about solar farms. I went to see one in Wicklow. The panels were set up quite high off the ground, perhaps 1 m high or slightly less. There were sheep grazing on the land. That is really impressive. They could move in and out around these framed structures. It seems very exciting and profitable and the farmers involved are very excited by...

Victor Boyhan: Dr. Upton touched on the collaboration between SFI, Munster Technological University and Teagasc's Moorepark facility, with which I am very familiar. - Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (Resumed) (3 May 2022)
Victor Boyhan: I thank all the witnesses for coming today. I will focus on three of the submissions, given the time constraint. I understand the National Building Control and Market Surveillance Office is an independent unit within Dublin City Council funded by the 31 local authorities. Will its representatives touch very briefly on that structure, independence and how they operate there? There is an...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (Resumed) (3 May 2022)
Victor Boyhan: I am conscious of the questions but I think what Ms Phelan told us today regarding builders and construction is alarming. Alarm bells must now be ringing for the committee. Ms Phelan is an expert in this area. She is at the coalface of all this. She has raised a very serious concern with us and it is certainly something we need to revisit. I thank her for her very honest assessment. I...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Carbon and Energy within the Construction Industry: Discussion (Resumed) (3 May 2022)
Victor Boyhan: I want to revisit what Ms Phelan said about the biggest impediment to compliance, the issues about building regulations requirements and the serious lack of trained competent builders and tradespeople in the construction sector. I had run out of time on this point and I am returning to it now that I have another seven minutes. Ms Phelan might touch on more of those issues. She might share...

When one lodges a commencement notice one is required to submit a self-build declaration. Is Ms Phelan saying that should be reformed or scraped?

- Seanad: An tOrd Gnó - Order of Business (27 Apr 2022)
Victor Boyhan: I thank the Cathaoirleach for inviting His Excellency, the ambassador of the Netherlands, to the Chamber today. It was fitting and I thank the Cathaoirleach for his remarks to the ambassador, which I clearly enjoyed. It is a wonderful country. As I was listening, I remembered being in the Netherlands picking bulbs at the age of 16 or 17. Many of us went there to pick bulbs. It was a good...
