David Norris: I do not share the Minister's timidity in using the word "promotion". If a person is moving from the High Court to the Supreme Court, it is of course a promotion.

David Norris: Senator McDowell is correct. How on earth can the Minister possibly know that those judges will have a more influential role than anyone else on the committee? He cannot say that, because he is predicting into the future.
