- Seanad: Reporting of Lobbying in Criminal Legal Cases Bill 2011: Second Stage (21 Sep 2011)
Caít Keane: This proposed legislation relates to lobbying in criminal cases. I know it was out of the goodness of Senator Crown's heart that he thought it necessary to put forward this Bill as many a fine politician has fallen on the sword of lobbying in criminal cases. We all remember a few such politicians. I can see Senator Crown's reasons for presenting this Bill which I have read in detail. The...
- Seanad: Reporting of Lobbying in Criminal Legal Cases Bill 2011: Second Stage (21 Sep 2011)
Caít Keane: The comments may have been factual, but there is not a register for lobbyists or anything else. Many people have pleaded ignorance here on account of being only a short time in the House. The Minister of State should also been given due process as she was only a new Deputy at the particular time. I have a question for the Minister on lobbying. Has the Department reconsidered the...
- Seanad: Arts Plan: Statements (21 Sep 2011)
Caít Keane: Tá a lán ráite mar gheall ar an tábhacht a bhaineann leis an Ghaeilge, an chultúr agus an ealaÃn. Molaim é sin. My question is on voluntary participation in the arts. As we know, much of the arts is done through a voluntary capacity and I resigned as chairperson of Rua Red, the arts centre in south Dublin, when I came in here. I miss it but I will work for the arts while here. With...
- Seanad: Order of Business. (21 Sep 2011)
Caít Keane: I wish to raise the issue of cartels. We have just heard that a whistleblower has approached the Competition Authority about the cement industry. According to that person, a massive cartel has been operating in a region for many years. Its aim has been to increase the price of cement and restrict competition in the area. The authority is investigating. When completed, will the Minister...
- Seanad: Qualifications and Quality Assurance (Education and Training) Bill, 2011: Second Stage (Resumed) (20 Sep 2011)
Caít Keane: I apologise for not being present for the Minister's contribution. I was at a committee meeting which always seems to clash with Seanad debates. However, this is not the fault of the Minister. I welcome the Bill and I will begin where Senator Barrett finished by stating we should remove layers of bureaucracy, and this is what the Bill will do by amalgamating the various bodies which exist....
- Seanad: Order of Business (15 Sep 2011)
Caít Keane: I echo what was said by Senator Norris today and Senator Crown yesterday that this House is not a House for individual constituencies, but a House for the country. Given the pain that was evident in the face of the Minister, Deputy Rabbitte, when he spoke yesterday, it was clear that the decision was taken because he had no other option and was done within the parameters of what was...
- Seanad: Innovation at the Heart of the Jobs Challenge: Statements (14 Sep 2011)
Caít Keane: The provision of jobs is the most important issue facing the country. The Minister referred to support structures for microenterprise in the same breath as start-up companies. If a company has been in existence for more than five years, it is precluded from applying to Enterprise Ireland for anything. As a result, companies with five employees which seek to expand are debarred by...
- Seanad: Order of Business. (14 Sep 2011)
Caít Keane: I ask the Minister for Education and Skills to define the term "professor". A couple of weeks ago, Trinity College decided with the stroke of a pen to call everyone lecturing in the college a professor. This will put other lecturers at a disadvantage when applying for jobs. How is "professor" defined? To do it with the stroke of a pen is not good enough. If there is to be standardisation...
- Seanad: Order of Business. (14 Sep 2011)
Caít Keane: Hear, hear.
- Seanad: Order of Business (27 Jul 2011)
Caít Keane: Os rud é go bhfuil an Seanadóir à Clochartaigh ag éisteacht liom, ar an lá deireanach den téarma seo, tosóidh mé le cúpla focal Gaeilge. Nà iarrfaidh mé aon cheist deacair ar an Cheannaire inniu. I began my career as a Senator with a few words of Irish and I wanted to begin my final contribution before the summer recess in the same way. Senator à Clochartaigh requested that we...
- Seanad: Order of Business (27 Jul 2011)
Caít Keane: I compliment the Leader on running a tight ship. It is good that Opposition Senators have stated that the way the House operates has changed. I cannot comment on that point. However, I am aware that the outside perception of the Seanad does not relate to what occurs in this Chamber. That is a matter to which consideration must be given because perception is extremely important. On...

- Seanad: Environment (Miscellaneous Provisions) Bill 2011 [Dáil] : Committee and Remaining Stages (26 Jul 2011)
Caít Keane: The Environmental Protection Agency has indicated that in 2009, 61% of waste in Ireland went to landfill, while the corresponding figure in Norway and Sweden was 1%. The difference is that in Norway and Sweden it is public policy to encourage diversion away from landfill, which is what the Minister is trying to achieve with these measures.
- Seanad: Environment (Miscellaneous Provisions) Bill 2011 [Dáil] : Committee and Remaining Stages (26 Jul 2011)
Caít Keane: If the Senator accepts it, he should take heed of it.
- Seanad: Environment (Miscellaneous Provisions) Bill 2011 [Dáil] : Committee and Remaining Stages (26 Jul 2011)
Caít Keane: It has been suggested that it is planned to increase the levy to 70 cent. That is not what is in this legislation. This Bill provides for an increase in recognition of the proliferation in the number of bags in ditches. In 2007, the previous Government deemed it necessary to increase the levy from 15 cent to 22 cent, just as we deem it necessary to increase the levy now. What is good for...

- Seanad: Environment (Miscellaneous Provisions) Bill 2011 [Dáil] : Committee and Remaining Stages (26 Jul 2011)
Caít Keane: No, I did not allude to the Fianna Fáil amendments. I was talking about the Sinn Féin amendments. Deputy Stanley withdrew them in the Dáil after hearing the Minister's explanation. Senator à Clochartaigh should confer with his colleague in the Dáil, as it might be advisable for them to get their policy in order.
- Seanad: Environment (Miscellaneous Provisions) Bill 2011 [Dáil] : Committee and Remaining Stages (26 Jul 2011)
Caít Keane: I know it is.
- Seanad: Environment (Miscellaneous Provisions) Bill 2011 [Dáil] : Committee and Remaining Stages (26 Jul 2011)
Caít Keane: I respect that. When we are talking about policy, I suggest that coherence in policy on the part of every party would be a good thing. I am advocating coherence in policy. If a party does not have a coherent policy, it is wasting its time. I am promoting coherence. I am not saying we need an increase to 70 cent at this stage.
