It was a golden opportunity lost and that offer from the Toland group to independently monitor the implementation should have been taken up. The next matter is the recommendations. Catherine Connolly: I ask the witness to just stay with me for a second. On page 11 it is stated that the review group believes there is a conflict with the Garda Síochána Ombudsman Commission and the Garda Inspectorate reporting into the Garda division of the Department. That was November 2014 and we are now April 2018. Has that changed?
