Therefore, the priorities could be turned on their head. Irish Water is going to take a different approach.

My local authority has been informed that provision is being made by Irish Water for upgrades in five to six years. If the plant reaches capacity at that point, there will be a need for another phase of planning to expand the system. That is different.
