David Norris: There is a substantial difference in the meanings of investigation and review. Investigation is a much more solid thing which suggests that one would go in and inquire or examine while a review is just reviewing. I am a little surprised if there was inconsistency in language that it was not noticed during the drafting of the Bill and corrected at that stage.
