Seán Fleming: Perhaps Mr. Cody would give me an estimate of liability for an elderly person who is in a nursing home. This woman is in a nursing home but because she does not have a local property tax payment receipt, she cannot get a grant from the local authority to have work done on her house which would allow her to return home.
