Katherine Zappone: I wanted to publish the report in the same way as the board wanted to publish it and my intention was to do so. I had hoped to be able to publish it.

However, following the Attorney General's advice, the Department asked Oberstown House to suggest mechanisms to establish that fair procedures had been applied. It gave me its view and that of its legal advice to the effect that this was not the case.
