Other Questions: Defence Forces Properties (18 Jun 2014)

Seán Ó Fearghaíl: The former Minister for Defence was not noted for his softly-softly approach to issues. Accordingly, I am disappointed the Minister of State seems to be adopting a more hard-line approach and rejecting some of the progress achieved by people such as Deputy Clare Daly in raising this matter. In the course of the past month, I was struck by the plight of a family of a serving member of the...

Ceisteanna - Questions - Priority Questions: Naval Service Vessels (18 Jun 2014)

Seán Ó Fearghaíl: In April I raised a topical issue arising out of media reports that asbestos had been found on the Navy vessels the LE Aoife, the LE Ciaraand the LE Orla. Recently, there is renewed speculation about the LE Eithneamid reports that up to 150 military and civilian personnel may have been impacted or exposed to the asbestos material. We seek to establish the position from the Minister of State.

Ceisteanna - Questions - Priority Questions: Naval Service Vessels (18 Jun 2014)

Seán Ó Fearghaíl: Can the Minister confirm the number of Navy vessels that are tied up as a result of this difficulty? Will he further confirm that consultants were engaged previously by the Naval Service to assess the fleet and that the consultancy found that asbestos was not a problem aboard these vessels? The Minister tells us there has been screening of those who potentially may have been exposed to the...

Ceisteanna - Questions - Priority Questions: Naval Service Vessels (18 Jun 2014)

Seán Ó Fearghaíl: I welcome the suggestion that there can be ongoing screening if medically recommended. The Minister has not clarified the position on the LE Eithne. Is it tied up as a result of concerns about asbestos in her forward pump room? Also, can the Minister tell us if it is the case that consultants in the area of asbestos were brought in by the Minister's Department and the Naval Service, that...

Ceisteanna - Questions - Priority Questions: Air Accident Investigations (18 Jun 2014)

Seán Ó Fearghaíl: I thank the Minister of State for his reply and I acknowledge his deep personal interest in this matter. He will be aware that the Jevens family has grave concerns about a multiplicity of matters surrounding the court of inquiry. They understand it was the third of three inquiries held into the accident but in numerous correspondences, they raised serious issues relating to what they see,...

Ceisteanna - Questions - Priority Questions: Air Accident Investigations (18 Jun 2014)

Seán Ó Fearghaíl: Notwithstanding what the Minister of State has said, will he confirm that the Secretary General and the Chief of Staff stated to the family that an addendum would be attached to the report? Will he also confirm when the report will issue with the agreed addendum? This will satisfy the family to some extent in so far as it will put on the public record their concerns about the reputation of...

Housing (Miscellaneous Provisions) Bill 2014: Report Stage (Resumed) (17 Jun 2014)

Seán Ó Fearghaíl: I will try not to repeat myself. The HAP is at the centre of this legislation and although the coming into being of the payment is entirely positive, the idea that once a person gets the payment, he or she is taken off a housing waiting list is entirely negative. Does the Minister of State accept that her officials contacted Kildare County Council to indicate that everybody involved with...

Housing (Miscellaneous Provisions) Bill 2014: Report Stage (Resumed) (17 Jun 2014)

Seán Ó Fearghaíl: Why not put that into the Bill?

Housing (Miscellaneous Provisions) Bill 2014: Report Stage (Resumed) (17 Jun 2014)

Seán Ó Fearghaíl: I support the principle of the amendment which proposes a review of the implementation of various sets of proposals. Everything that has been said to date indicates that there is a need to be able to review the position to see that it is working effectively because of the consequences for individuals and families if the proposals in the Bill do not have the desired effect the Minister set...

Housing (Miscellaneous Provisions) Bill 2014: Report Stage (Resumed) (17 Jun 2014)

Seán Ó Fearghaíl: If legislation is to have any relevance, it should at least attempt to set out the minimum best practice. That is what Deputy Ellis has done with his amendment, which provides for not less than three refusals. The Minister of State has accepted that circumstances arise in which certain local authorities are giving less than three options. What is wrong with amending the legislation to...
