Seanad: Unclaimed Life Assurance Policies Bill 2002: Second Stage. (12 Feb 2003)

Paddy Burke: I welcome the Minister of State, Deputy Fahey. I agree with many aspects of the Bill that have been highlighted and I am delighted it has been introduced as there are many good reason for it. However, it may have been introduced too hastily. Perhaps we should have waited until details of what will happen in regard to the proceeds of the dormant bank accounts had emerged. It would be helpful...

Seanad: Order of Business. (11 Feb 2003)

Paddy Burke: I support Senator McHugh's call for a debate on rural affairs. I ask the Leader to arrange for a full debate on funding for the BMW region. I have asked for such a debate on numerous occasions and have found the Leader to be reluctant to arrange it, although it may not be her fault.

Seanad: Order of Business. (11 Feb 2003)

Paddy Burke: I also asked her predecessor for a debate on the matter on numerous occasions and he did not oblige. One of the reasons we need to debate funding is that the costs of many of the projects in the Dublin region have escalated fourfold and this is sucking funding from the BMW region.

Seanad: Order of Business. (11 Feb 2003)

Paddy Burke: Agreed.

Seanad: Order of Business. (5 Feb 2003)

Paddy Burke: Will the Leader be speaking ex cathedra?

Seanad: Road Safety: Motion. (5 Feb 2003)

Paddy Burke: I thank Senators O'Toole and John Paul Phelan for sharing their time with me. I thank Senator Quinn for bringing this motion before the House. I would like to be associated with the general welcome extended to the introduction of the penalty points system which has been a great success so far. The Minister for Transport should consider the introduction of a jaywalking law. As one drives...

Seanad: Order of Business. (4 Feb 2003)

Paddy Burke: Will the Leader arrange a debate with the Minister for Communications, Marine and Natural Resources on the shortages of electricity supply? I understand that last week we were within hours of a complete blackout. If this was to happen, it would take nine days to restore the country to full power. This is a matter of great urgency and concern on which we should have a debate.

Seanad: Development of Rugby: Motion. (29 Jan 2003)

Paddy Burke: I thank Senator Henry for sharing time with Senator Feeney and me. It is difficult to cover everything I want to say in two minutes. Some 1,500 people marched in relation to what is happening to Connacht rugby and one can only agree with their views in that regard.

Seanad: Social Welfare Bill, 2002: Second Stage. (18 Dec 2002)

Paddy Burke: I welcome the Minister to the House. I support Senator Kitt in regard to the rural transport initiative. It is a great scheme and should be more widely advertised and used. Those who do avail of it for a day out get great enjoyment from it. The scheme could be broadened and companies and businesses should be encouraged to support it financially. I also support those who spoke about the...

Seanad: Immigration Bill, 2002: Committee Stage. (18 Dec 2002)

Paddy Burke: I have listened attentively to the debate and I consider the amendment to be worthy. The issue comes down to economics, because the Minister does not want to employ additional staff to man the ports or other points of entry into the country. How many people who emigrated to America from this country over the years were returned? It would be unfair to place the onus on carriers, including Aer...

Seanad: Immigration Bill, 2002: Committee Stage. (18 Dec 2002)

Paddy Burke: The Minister missed the point.

Seanad: Immigration Bill, 2002: Committee Stage. (18 Dec 2002)

Paddy Burke: Is that the current position?

Seanad: Immigration Bill, 2002: Committee Stage. (18 Dec 2002)

Paddy Burke: Nobody on this side is suggesting that would happen.

Seanad: Immigration Bill, 2002: Committee Stage. (18 Dec 2002)

Paddy Burke: The Minister said that Ireland is the only country in the European Union that does not have carrier liability legislation. I thought this Bill was brought forward by the Minister, but it obviously emanates from Europe. Is it fair to suggest that EU laws apply to Irish carriers like Ryanair and Aer Lingus going to other European countries such as Spain and France on routes such as Dublin to Malaga?

Seanad: Immigration Bill, 2002: Committee Stage. (18 Dec 2002)

Paddy Burke: They found her and they continue to find her today.

Seanad: Immigration Bill, 2002: Committee Stage. (18 Dec 2002)

Paddy Burke: There is no common sense in the Four Courts.

Seanad: National Development Finance Agency Bill, 2002: Second Stage. (17 Dec 2002)

Paddy Burke: I welcome the Minister to the House. Like Senator McDowell, I find it hard to understand what the Bill is about. I have gone into some detail with regard to public private partnerships. In some cases, I can see how such partnerships will work but not in all. If this Bill is passed, I hope that public private partnerships will only be used where there will be a positive gain.

Seanad: National Development Finance Agency Bill, 2002: Second Stage. (17 Dec 2002)

Paddy Burke: The Minister is very unfair to the journalists who were present.

Seanad: National Development Finance Agency Bill, 2002: Committee and Remaining Stages. (17 Dec 2002)

Paddy Burke: I would like to ask the Minister of State about this amendment, in so far as it relates to projects such as group water schemes, extensions to sewerage schemes or the provision of sewage treatment units. There is a lot of merit in the amendment proposed by Senator John Phelan. I understand that a number of companies will tender for specific PPP projects, such as group water schemes or...

Seanad: National Development Finance Agency Bill, 2002: Committee and Remaining Stages. (17 Dec 2002)

Paddy Burke: Surely this is just another layer of bureaucracy, in the light of what the Minister of State has said. The National Development Finance Agency is only going to advise about finance. It will have no role other than obtaining finance for some of the public private partnerships and advising about the financial package. There is much more to those public private partnerships than just finance....
