Heather Humphreys: The Arts Council cannot be a regulator. It has said the conditions on the funding it provides include a requirement that recipients must comply with all laws applicable to the body in question. All laws are applicable to those organisations. They are bound by the laws of the land on employment and other areas. They organisations must do that.

Heather Humphreys: Yes, they would have been. They were not paid directly by us but through RTÉ. We funded RTÉ and it in turn employed the various artists for the different events.
