Fintan Warfield: Ba mhaith liom fáilte a chur roimh gach duine chuig an cruinniú seo. As part of my work with Sinn Féin, I have had the pleasure of meeting similar groups, be they in urban or rural environments, across the Six Counties. Something I always think about is the entrepreneurial spirit among some of the young people and their ability to channel that for the social good into...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sustaining Viable Rural Communities: Discussion (Resumed) (12 Apr 2017)

Fintan Warfield: One of the last quotes on the impact states:I love when the young people come to entertain us in the day centre and accompany us on outings. I have great memories of our trips to Croke Park and Fota. Rathmore is a great place to live and a great place to grow old in. That quote commends the organisation in a wonderful way. Tá ceist agam ar Pheigí Uí Chéidigh agus ar...

Seanad: Commencement Matters: Human Rights (12 Apr 2017)

Fintan Warfield: I thank the Cathaoirleach for facilitating this conversation and the Minister of State for engaging with the issue. There is no doubt that the Seanad has been to the fore in prioritising LGBT rights this term, from introducing legislation dealing with an apology to and exoneration of men criminalised in the State before 1993 to a Bill dealing with pensions and my upcoming Bill dealing with...

Seanad: Commencement Matters: Human Rights (12 Apr 2017)

Fintan Warfield: Yes, I agree. I welcome the acknowledgement that this amounts to serious violations of basic human rights. I believe it amounts to crimes against humanity. There is an informal meeting of EU foreign affairs Ministers in Malta on 28 April. Before that time, I, along with the LGBT community and its allies would appreciate it if the Russian embassy could be contacted about this matter and...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Development and Co-operation in Border Counties: Discussion (6 Apr 2017)

Fintan Warfield: I thank the representatives from the Special EU Programmes Body for their contribution and for the valuable document. Objective 2 concerns young people and children and the specific fund amounts to €54.7 million. I think Mr. Greer answered my question by saying that this money comes from current funding. The Senator will agree that we have had experience of arts and cultural...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Development and Co-operation in Border Counties: Discussion (6 Apr 2017)

Fintan Warfield: The detail and the positive outcomes that derive from these buildings being active are important. It is great to see the emphasis on it. Phase one of the project will target 3,500 young people who are most marginalised and disadvantaged. Does the SEUPB entrust organisations with the process of identifying how those young people are identified? The SEUPB representatives have referred to...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Development and Co-operation in Border Counties: Discussion (6 Apr 2017)

Fintan Warfield: I was on the board of a cultural body in South Dublin County Council. We had a full-time position to draw down European funding. Obviously, it is different in the case of the SEUPB. Does SEUPB take that into account? What process is faced by those organisations seeking to draw down money? Is it onerous? I imagine there has to be accountability. That is completely acceptable.

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Development and Co-operation in Border Counties: Discussion (6 Apr 2017)

Fintan Warfield: Is it as onerous as it can be in drawing down European money?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector: Quarterly Engagement with Central Bank of Ireland (4 Apr 2017)

Fintan Warfield: I want to progress the conversation to Brexit which was mentioned by Professor Lane and motor insurance. Professor Lane mentioned Brexit as a priority issue for the Central Bank and said that were the bank was to be asked to consider the authorisation of a firm in Ireland, it would still want to be satisfied that it would be authorising a business or a line of business that would be run from...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector: Quarterly Engagement with Central Bank of Ireland (4 Apr 2017)

Fintan Warfield: The Government has complained that other states are acting unfairly in the competition to attract financial institutions after Brexit. The Central Bank has not made such observations.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector: Quarterly Engagement with Central Bank of Ireland (4 Apr 2017)

Fintan Warfield: On motor insurance, Professor Lane mentioned the report of the group chaired by the Minister of State with responsibility for financial services, eGovernment and public procurement in which a lot of requests are made of the Central Bank to fulfil many of the action points. Does Professor Lane think the Central Bank has the resources to take on those significant extra responsibilities in that area?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector: Quarterly Engagement with Central Bank of Ireland (4 Apr 2017)

Fintan Warfield: Professor Lane was quite stern in telling insurance companies not to chase dividends and riskier investments. We know that a lack of return on investments is a major factor in driving up prices so Professor Lane's remarks could be interpreted as telling insurers that price increases were the only option. Does the Central Bank regard the huge increases in insurance premiums as necessary...
