Seanad: Water Services (Amendment) Bill 2011: Committee Stage (23 Nov 2011)

Caít Keane: I was just listening to the discussion on the last Bill and the Minister who was here before Deputy Hogan said that something was not suitable for primary legislation. I ask the Opposition to consider what is suitable for primary legislation. I ask the Minister to correct me if I am wrong, but there is nothing in the Bill that says one cannot have an inspection carried out voluntarily....

Caít Keane: Another problem. They brought that problem on themselves.

Seanad: Water Services (Amendment) Bill 2011: Committee Stage (23 Nov 2011)

Caít Keane: I will sit down. I ask the Senators to bring real amendments to us and we will look at them.

Seanad: Order of Business (22 Nov 2011)

Caít Keane: I ask the Minister for Health to investigate the VHI in regard to coverage for PET and CT scans. Until this year it provided coverage for those scans but it has introduced new regulations and patients are no longer covered. An eminent medical person said it is detrimental to good patient care and PET scan use is growing elsewhere, yet the VHI is going in the opposite direction. An eminent...

Seanad: Order of Business (17 Nov 2011)

Caít Keane: I raise the issue of robberies, particularly those which affect older people. Senator Conway asked for another organisation for older people and I put on record that there are many such bodies working for older people. These include Age Action Ireland, Older and Bolder, the Irish Senior Citizens Parliament and the national council for older people. These bodies are doing a very fine job,...

Seanad: Order of Business (17 Nov 2011)

Caít Keane: Senator Whelan mentioned a precious metals and scrap Bill and I would link those issues. The theft of art on motorways is also connected. I would like a debate on the matter and we should do something about the cash for gold shops. That would be one way of stemming the robberies which affect older people in particular.

Seanad: Order of Business (17 Nov 2011)

Caít Keane: That is sexism gone askew.

Seanad: Social Protection: Statements, Questions and Answers (17 Nov 2011)

Caít Keane: I understand where the Minister is coming from because €775 million is the cost to small businesses for absenteeism. The small firms average is seven days, with a national average of nine days. As Senator Quinn pointed out, however, in the public service it is 11 days. If a person who is earning €30,000 takes eleven days off because he is ill, it costs €442 million, a huge cost to...

Seanad: Business of Seanad (16 Nov 2011)

Caít Keane: Sit down-----

Seanad: Water Services (Amendment) Bill 2011: Order for Second Stage (16 Nov 2011)

Caít Keane: I move: "That Second Stage be taken today."

Seanad: Water Services (Amendment) Bill 2011: Second Stage (16 Nov 2011)

Caít Keane: Irresponsibility.

Seanad: Water Services (Amendment) Bill 2011: Second Stage (16 Nov 2011)

Caít Keane: I welcome the Minister to the House. I also welcome the stand he has taken on introducing this legislation which is proactive in preventing environmental pollution. I do not know what planet Senator Ó Domhnaill is living on because he has basically stuck his head in the sand and buried it deep so that nobody can see. The Senator is willing to allow pollution of the environment, of...

Seanad: Water Services (Amendment) Bill 2011: Second Stage (16 Nov 2011)

Caít Keane: The Senator believes that you close your eyes and it will go away. That is what has been done and the clock is ticking. This Bill will amend the Water Services Act 2007. It proposed the establishment and implementation of a registration and inspection process. We had to be brought by the European Court of Justice and regulations and directives to do this. As the Minister said and it is...

Seanad: Water Services (Amendment) Bill 2011: Second Stage (16 Nov 2011)

Caít Keane: This is what has Ireland where it is. Regulations are made to be implemented. There is no point in saying that the regulations are there but we will not take a blind bit of heed of them. That is no way to run a county. People are where they are because they have closed their eyes and think it will go away.
