Without these references, there is a danger of the work that is done by institutes of technology with their local communities being lost.

Maureen O'Sullivan: The provision needs to be more specific because a governing body could decide the competencies it needs are purely in business and enterprise, and nothing else. The governing body could reflect that. It needs to be stronger to ensure democratic accountability.
