Written Answers — Department of Agriculture, Food and the Marine: Harbours and Piers (30 May 2023)

Éamon Ó Cuív: 575. To ask the Minister for Agriculture, Food and the Marine if it is his intention to sanction further works, within the present planning permission, at the deep-water pier in Ros a'Mhíl over those already approved; if so, when this will happen; and if he will make a statement on the matter. [26295/23]

To ask the Minister for Agriculture, Food and the Marine when a meeting, as requested by the Aran Islands co-operatives, will be organised with them to discuss the operation of parking facilities for islanders at Ros a'Mhíl, where there are still outstanding issues and where a meeting has been sought for some considerable time; and if he will make a statement on the matter. [26296/23]

Death of Former Member: Expressions of Sympathy. (25 May 2023)

Éamon Ó Cuív: Ba mhaith liom comhbhrón a dhéanamh le Mary, Joan, Emer, Lisa agus Rory, leis an ngarchlann, na deirfiúracha agus na cliamhaineacha ar bhás Noel. Tá an-áthas orm go bhfuil deis agam cúpla focal a rá anseo inniu in ómós do Noel mar Gael uasal a bhí ann. Duine thar a bheith uasal a bhí ann. Duine a bhí mar an gcéanna is...

Written Answers — Department of Rural and Community Development: Seirbhísí Farantóireachta (25 May 2023)

Éamon Ó Cuív: 298. To ask the Minister for Rural and Community Development cen fáth nach bhfuil coinníoll sna tairiscintí atá á lorg do sheirbhísí lastais go Inis Meáin go mbeadh sé mar choinníoll d’éinne a bheadh ag tairiscint leis an seribhís a chur ar fáil go mbeadh báid acu a bheadh feliúnach le húsáid a bhaint...

Court Proceedings (Delays) Bill 2023: Second Stage (24 May 2023)

Éamon Ó Cuív: Fáiltím go mór roimh an mBille seo agus tá súil agam go dtiocfaidh sé trí Thithe an Oireachtais gan mhoill. It would be very appropriate if there was not an inordinate delay in bringing this Bill through, because it is all about delay. In recent years, delay seems to be increasingly endemic in every system. Even in the remedies to deal with delay, there...

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Éamon Ó Cuív: I thank the Departments for the detailed engagement at this stage of the process. What we are doing is what would have been done if the Bill had been developed in one of the Departments. All this consultation would have taken pace as a matter of course long before we got this far. When it is a Private Member's Bill, however, Deputies do not have those privileges of access. Many of the...

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Éamon Ó Cuív: The period is 15 years. It is very short in any case.

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Éamon Ó Cuív: The Department often has the custodianship of national artefacts but it has a process in place for lending in the long term to the county museums and so on, provided it is satisfied with the standards and also that these museums will continue to exist and are funded through public funding. The Department has some arrangement where if it receives an artefact, it can act as the agent in...

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Éamon Ó Cuív: I will come in very briefly. I envisage that we will take on board these useful submissions. There will be other submissions, particularly from the banking institutions. We will sit down with the drafters and look at what the Department said. We will take on board as far as is possible the very valid issues raised. We will see what changes can be made without moving away from the central...

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Éamon Ó Cuív: They were, yes.

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Éamon Ó Cuív: Going back 80 or 100 years, the number of banks involved was small. The smaller banks were amalgamating into AIB, Bank of Ireland and so on. It simplifies it. All the new banks that came in, such as KBC, do not come into the reckoning for the foreseeable future. By that stage, the Bill, if passed, will be well amended, as all these things are. An attraction in having a long cut-off date...

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Éamon Ó Cuív: If you found cash, it would be from the 1800s or whatever and you would be better keeping it. We have to keep in mind we are not talking about anything current but things that are there a long time. The more we push back the Bill date, which is arbitrary, from 80 to 100 to 120, the more turning anything found into cash would be an awful tragedy.

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Éamon Ó Cuív: I thank the witnesses from the various Departments for coming in and for their constructive contributions. The first point that comes across to me, particularly from the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media, is that this is worth looking at and working on. The second is that some of the suggestions are to take things out of the Bill rather than that there are...

Joint Oireachtas Committee on Social Protection: Safe Deposit Boxes and Related Deposits Bill 2022: Discussion (24 May 2023)

Éamon Ó Cuív: Again, I thank the witnesses very much. Míle buíochas.

Ceisteanna Eile - Other Questions: Rural Schemes (23 May 2023)

Éamon Ó Cuív: 82. To ask the Minister for Employment Affairs and Social Protection the progress made with the review of the rural social scheme; when it will be completed; and if she will make a statement on the matter. [24674/23]

Ceisteanna Eile - Other Questions: Rural Schemes (23 May 2023)

Éamon Ó Cuív: I wish to ask the Minister of State about the review that is taking place in the rural social scheme, RSS, and when it is likely to be completed. Changes are needed urgently to the scheme, which has a large number of vacancies on it.

Ceisteanna Eile - Other Questions: Rural Schemes (23 May 2023)

Éamon Ó Cuív: When Ministers are advising in scripts that it will be by the end of the year, and so on, I always take it with a pinch of salt. It could be well into next year. In fact, we could be on top of an election if the Taoiseach calls the election when he said he would call the election, which is autumn 12 months.

Ceisteanna Eile - Other Questions: Rural Schemes (23 May 2023)

Éamon Ó Cuív: In the meantime, will the Minister of State consider reversing the change that was made to the means-testing under the scheme? By definition, all of these are small farmers and all of them have an income. The reality is that for people with adult or child dependants, they are getting paid €27.50 for 19.5 hours per week, which is €1.50 per hour. It is fair to say that all...

Ceisteanna Eile - Other Questions: Rural Schemes (23 May 2023)

Éamon Ó Cuív: I will let the Minister of State into a little secret. I went to a Minister for Finance and he said, "Get a scheme to me by breakfast time tomorrow morning." I wrote the scheme out in one morning, it was passed in the budget and set up. If we went back to the people who participated in the scheme, and particularly the people who had dependants, they would say the scheme was a good scheme...

Written Answers — Department of Employment Affairs and Social Protection: Social Welfare Benefits (23 May 2023)

Éamon Ó Cuív: 125. To ask the Minister for Employment Affairs and Social Protection the number of social welfare recipients that were subject to means testing as a part of the assessment of their entitlement to a social welfare payment; the progress made with the review of means testing for all schemes that entail an element of means testing in them; when this review will be completed; and if she will make...
