Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Access to Credit Provision: Discussion with Credit Review Office (20 Feb 2013)

Richard Boyd Barrett: I accept that point. My point is that CRO seems marginal in the greater scheme of things. It will not deliver a silver bullet.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Access to Credit Provision: Discussion with Credit Review Office (20 Feb 2013)

Richard Boyd Barrett: I agree with Mr. Trethowan on that point. Without consumer demand we are going nowhere. The next question is: how does one generate consumer demand?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Access to Credit Provision: Discussion with Credit Review Office (20 Feb 2013)

Richard Boyd Barrett: Confidence does not spring out of the sky. From dealing with the cases, would it be fair to say that small businesses are not looking for money because they are not confident about demand? The banks are reluctant to lend money because they are not terribly confident about demand. They both have a point.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Access to Credit Provision: Discussion with Credit Review Office (20 Feb 2013)

Richard Boyd Barrett: Is Mr. Trethowan saying that the banks do not have a significant role in boosting demand in the economy? If that is the import of what he is saying, I disagree with him.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Access to Credit Provision: Discussion with Credit Review Office (20 Feb 2013)

Richard Boyd Barrett: That is a slightly alarming perspective. I went into AIB with somebody who was negotiating a distressed mortgage. It was clearly unsustainable and what the AIB officer kept repeating was that you might win the lotto. She said that three times. There is an element of that in Mr. Trethowan's last remarks, but it does not sound like a strategy. The reason the Credit Review Office was...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Access to Credit Provision: Discussion with Credit Review Office (20 Feb 2013)

Richard Boyd Barrett: What was the percentage?

Order of Business (20 Feb 2013)

Richard Boyd Barrett: Following yesterday's historic events, the Magdalen women highlighted the issue of human rights as being critical to their plight and experience. In this regard, will the Taoiseach consider moving forward as quickly as possible the planned legislation on human rights and an equality commission so that the momentum of yesterday's events can feed into it and we can strengthen our human rights...

Order of Business (20 Feb 2013)

Richard Boyd Barrett: As the only member of the Technical Group who can make a point on this-----

Order of Business (20 Feb 2013)

Richard Boyd Barrett: Indeed. As this relates to Deputy Mattie McGrath, he feels this issue, which concerns him, should not be taken without debate and that he should have an opportunity to make a statement in response to it.

Order of Business (20 Feb 2013)

Richard Boyd Barrett: Out of any sort of due process, natural justice or whatever one wishes to call it, he should be allowed to speak in his own defence and the Government should allow that.

Written Answers — Department of Foreign Affairs and Trade: NATO Membership (20 Feb 2013)

Richard Boyd Barrett: To ask the Tánaiste and Minister for Foreign Affairs and Trade his plans in relation to NATO membership; and if he will make a statement on the matter. [8960/13]

Written Answers — Department of Foreign Affairs and Trade: State Airports (20 Feb 2013)

Richard Boyd Barrett: To ask the Tánaiste and Minister for Foreign Affairs and Trade his views on the report from the Open Society Justice Initiative titled Globalising Torture: CIA Secret Detention and Extraordinary Rendition (details supplied), and the use of Shannon Airport by the US CIA for flights of extraordinary rendition; his plans, if any, to investigate the matter on foot of this report; and if he...

Finance Bill 2013: Second Stage (19 Feb 2013)

Richard Boyd Barrett: I have heard that. However, I am unconvinced. I am not aware of the Minister's schedule or meetings in London. Perhaps he can tell me about them afterwards. Maybe he will convince me. This is the second time in two weeks that we have dealt with critical legislation dealing with the finances of this State at a time when they are in the worst state they have ever been in the history of...

Finance Bill 2013: Second Stage (19 Feb 2013)

Richard Boyd Barrett: I have very little positive to say about the Bill, so I will say the one positive thing I can think of. I wish to commend the Department of Finance officials on the obvious hard work they need to put into preparing what is clearly a very technically complex and mind-bending Bill. They do so every year and deserve great credit. They were very helpful in answering some of my questions this...

Magdalen Laundries Report: Statements (19 Feb 2013)

Richard Boyd Barrett: In many ways I feel out of place speaking on this subject. I feel that the women themselves should have the first chance to respond to what the Taoiseach has said today on behalf of the State. Their reaction is the most important thing. Things are as they are, however. Given that, I will try to do justice to the issues as I see them following the Taoiseach's statement. As the Taoiseach...

Order of Business (19 Feb 2013)

Richard Boyd Barrett: The introduction of the Finance Bill should be taken at an hour when the public, the media and everyone can scrutinise fully that introduction. I appeal to the Taoiseach to change this proposed order. I also reiterate a point others have made, which is to have some respect for the staff in the Dáil who will be forced to stay here so late.

Order of Business (19 Feb 2013)

Richard Boyd Barrett: That is what the Government did two weeks ago and now it is doing it again.

Order of Business (19 Feb 2013)

Richard Boyd Barrett: This is manipulation.

Ceisteanna - Questions (Resumed): European Council Meetings (19 Feb 2013)

Richard Boyd Barrett: With respect, that is not what I asked the Taoiseach.

Order of Business (19 Feb 2013)

Richard Boyd Barrett: Not agreed.
