- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Overview of Operations: Strategic Banking Corporation of Ireland (27 Mar 2018)
Rose Conway Walsh: We will have a further look in terms of the figures for the scheme. The Minister for Agriculture, Food and the Marine indicated in January that a similar scheme to the €150 million agricultural cashflow scheme would be up and running in the second half of the year. Has much progress been made on that between Strategic Banking Corporation Ireland, SBCI, and the Department?

Rose Conway Walsh: Was putting the schemes through something like the credit unions considered?

Rose Conway Walsh: -----very high. That is why we need a public banking system similar to the one we see in Germany, Sparkassen. We will talk about that another day. The €25 million in the January 2017 scheme actually leveraged €150 million. Would Mr. Ashmore see the same thing happening again in terms of the €25 million? Has there been any estimates?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Overview of Operations: Strategic Banking Corporation of Ireland (27 Mar 2018)
Rose Conway Walsh: Does Mr. Ashmore have a breakdown of the reasons people were refused loans and the numbers of people who were refused?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Overview of Operations: Strategic Banking Corporation of Ireland (27 Mar 2018)
Rose Conway Walsh: I very much welcome that because that information is very important. Even if someone goes in and has that initial conversation that person can be dissuaded from applying and that is never recorded. It is something that needs to be monitored.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Overview of Operations: Strategic Banking Corporation of Ireland (27 Mar 2018)
Rose Conway Walsh: Has the uncertainty surrounding the common agricultural policy, CAP, had any influence on the SBCI's planning for the next scheme?
- Seanad: Commencement Matters: Family Resource Centres (21 Mar 2018)
Rose Conway Walsh: I thank the Minister of State, Deputy Daly, for taking this matter but I had hoped the Minister, Deputy Zappone, would be here to address the urgent need for a family resource centre in Erris, north Mayo. I welcome the recently announced additional family resource centre provision but, unfortunately, there is no provision for north Mayo. I have not intervened on this matter up to now...
- Seanad: Commencement Matters: Family Resource Centres (21 Mar 2018)
Rose Conway Walsh: I hear what the Minister of State is saying. I have worked in the middle of all of this. In the context of interagency co-operation and the work that can be done, what is needed is a family resource centre. I welcome the fact that a support worker will be in place but it is not enough. However, that is not adequate to replace the community development project and the extra family support...
- Seanad: Order of Business (21 Mar 2018)
Rose Conway Walsh: Senator Devine did indeed make a very serious error which caused much hurt to the Stack family. She has rightly profusely apologised for her unacceptable actions. Our party president, Deputy Mary Lou McDonald, acted swiftly and decisively to implement the disciplinary process which led to Senator Devine being suspended from the party for three months. Today I want to talk about this week's...
- Seanad: Electoral (Amendment) (Voting at 16) Bill 2016: Committee Stage (21 Mar 2018)
Rose Conway Walsh: I do not want the time taken up to be an impediment to the passage of this very important Bill so I will forfeit my time to the Minister of State and hope we can proceed.
- Seanad: Electoral (Amendment) (Voting at 16) Bill 2016: Committee Stage (21 Mar 2018)
Rose Conway Walsh: What we have heard today is highly disingenuous in respect of young people. It is insulting. I ask people to not insult the intelligence of young people. We speak about encouraging and helping young people but we are not listening to them. We are certainly not hearing them. They say that they do not want a referendum; they want to have the votes. We have the power to do that here and...
- Seanad: Ratification of UN Convention on the Rights of Persons with Disabilities: Statements (21 Mar 2018)
Rose Conway Walsh: I thank the Minister of State for coming into the House to discuss this important matter. I also thank him for his genuine approach and his obvious understanding of the need to support people with disabilities and to ensure they have the rights that many of us enjoy. I welcome the disability advocates and those with disabilities in the Visitors Gallery as well. I thank them for their...
- Seanad: Ratification of UN Convention on the Rights of Persons with Disabilities: Statements (21 Mar 2018)
Rose Conway Walsh: As well as all the advocates, I wish to recognise the parents of children with disabilities. They are the people I meet every day who struggle so much. They have to fight so hard on behalf of their children and when their children become adults with intellectual disabilities. We have to address this issue, and we have a huge responsibility. That is why I, together with my party, Sinn...
- Seanad: Order of Business (8 Mar 2018)
Rose Conway Walsh: I wish the Leas-Chathaoirleach and all Senators a very happy International Women's Day. This is a day on which we acknowledge the achievements of women, their survival and the progress made in tackling some of the injustices they face.I want to remember carers, in particular. I refer to carers of the elderly, vulnerable people and children and adults with disabilities. One of our main...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: General Scheme of the Insurance (Amendment) Bill 2017: Discussion (Resumed) (8 Mar 2018)
Rose Conway Walsh: I apologise for being late. We were at the Vótáil 100 show with Ryan Tubridy. Happy International Women's Day to all, even though there are not many women on this committee. I have a couple of points and I apologise if they have been covered before. Now that we have the system in train to deal with future Setanta-type issues, how much do the witnesses expect premiums to fall...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: General Scheme of the Insurance (Amendment) Bill 2017: Discussion (Resumed) (8 Mar 2018)
Rose Conway Walsh: This really concerns me, not least because my own car insurance - which is on the same car and the same everything else, with no claims - has gone up by 20%. I would be surprised if I am the only person in the country this has happened to. The CSO figures giving that information on insurance costs do not reflect the reality on the ground that I am dealing with. The insurance industry has...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: General Scheme of the Insurance (Amendment) Bill 2017: Discussion (Resumed) (8 Mar 2018)
Rose Conway Walsh: As the organisation representing the insurance industry, can Insurance Ireland take a proactive approach to encouraging consumers by directing insurance companies to reflect in their premiums the fact that the case of Setanta Insurance has been taken out of the equation?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: General Scheme of the Insurance (Amendment) Bill 2017: Discussion (Resumed) (8 Mar 2018)
Rose Conway Walsh: Mr. Thompson's response is not encouraging for people whose pockets are still being raided by insurance companies. People must have insurance and premiums are not falling, unless I am only meeting people whose premiums are increasing. I tested this personally by asking my insurance company for a reduction in premiums on the basis that there had been no changes in my policy. It refused to...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: General Scheme of the Insurance (Amendment) Bill 2017: Discussion (Resumed) (8 Mar 2018)
Rose Conway Walsh: That is significant and I would welcome that if it is the case.
