Caít Keane: I will explain it in plain English. The Senator's amendment states "at no additional cost". That is to presume that the Minister had it in his head to impose an additional cost. He did not have it in his head to impose an additional cost and therefore he cannot accept the Senator's amendment because he is presuming he is imposing an additional cost. Does the Senator understand that?
