Seanad: Water Services Bill 2014: Committee Stage (Resumed) (22 Dec 2014)

Terry Leyden: I will be specific, but I wanted to put that to the Minister because, with support at 5%, his seat is in danger also. I am sorry about that because my father was a trade union member all his life and I am very proud of the trade unions.

Seanad: Water Services Bill 2014: Committee Stage (Resumed) (22 Dec 2014)

Terry Leyden: I hope the Labour Party will survive and that it will be in government again some time.

Seanad: Water Services Bill 2014: Committee Stage (Resumed) (22 Dec 2014)

Terry Leyden: I will stick to the amendment. This quango has been set up, but must one be a card carrying member of the Labour Party or of Fine Gael to become a member of this board? The allocation of posts by the Government currently is on a 2:1 basis, so we see two judges appointed by Fine Gael and one by the Labour Party, on and on to the highest level in the Civil Service.

Seanad: Water Services Bill 2014: Committee Stage (Resumed) (22 Dec 2014)

Terry Leyden: It has. The point is whether there is a provision in this that a person must be a member of a party to become a member of the forum.

Seanad: Water Services Bill 2014: Committee Stage (Resumed) (22 Dec 2014)

Terry Leyden: I support that, but I also support the fact that the appointments should be non-political.

Seanad: Water Services Bill 2014: Committee Stage (Resumed) (22 Dec 2014)

Terry Leyden: I support the Sinn Féin amendment, but I wish to make a point to the Minister that the public knows what is going on and knows that the possible 60 appointees to the forum will be predominantly Fine Gael and Labour Party appointees. Is the Minister aware that speaking at the launch of plans to ratify a number of State agencies before the last election, now Minister, Deputy Varadkar, said...

Seanad: Water Services Bill 2014: Committee Stage (Resumed) (22 Dec 2014)

Terry Leyden: I am ready to deal with that too. Will my constituent from Circular Road, Roscommon - let us call her May - be eligible to be a member of this forum?

Seanad: Water Services Bill 2014: Committee Stage (Resumed) (22 Dec 2014)

Terry Leyden: She wants to be able to monitor the meter to ensure there is no leakage. Irish Water and Roscommon County Council have both said they will not move it to a location close to her house. Currently, the meter is located with three other meters in a gateway on Lanesboro Street, where it can be driven over by service vehicles or where people may park.

Seanad: Water Services Bill 2014: Committee Stage (Resumed) (22 Dec 2014)

Terry Leyden: It is quite in order. I am making a point about the forum. I have been acted as Chairman myself and am quite aware of the rules. I am referring to a situation whereby if the forum is established and can be of any use, I want it to deal with May. She may be a member of the forum or she can make a representation to the forum, or she may do neither. This is the case she will make to the...

Seanad: Water Services Bill 2014: Committee Stage (Resumed) (22 Dec 2014)

Terry Leyden: It has to do with the forum. If it is established, the forum will have to deal with these situations. Is that not what the forum is about? Let me ask the Minister.

Seanad: Water Services Bill 2014: Committee Stage (Resumed) (22 Dec 2014)

Terry Leyden: No, I am dealing with the forum, the widened forum. Will the people down the quays who got free dinners from the Merchant's Quay Project have an opportunity to serve on the forum? Will they be allowed to serve on it? These people will be charged €160 per year for water, yet they are queueing for a free meal because of hardship. Will they be allowed to be on the forum? There is no...
