Brendan Howlin: Given that amendment No. 38 has been withdrawn, we have not decided on the question "That the words proposed to be deleted stand part of the Bill." As such, Deputy McManus may move amendment No. 39.

Brendan Howlin: By way of explanation of the procedural point, the question on amendment No. 38, had it been put, was: "That the words proposed to be deleted stand part of the Bill." Had that question been carried, there would have been a decision by the House not to amend the words in the Bill. However, as the amendment was withdrawn and I did not put the question, it was proper to move amendment No. 39.
