Michael D Higgins: I appreciate the Tánaiste's effort to be constructive. It is in the interest of all of us to achieve the best possible outcome. The strategy I suggest is one that was adopted successfully in 1996 in the case of the landmines. I appreciate the Tánaiste is willing to consider it as a strategy for the Government. It would have the support of all.
