Martin Browne: On the subject of the fertiliser, ICOS found out that there were some technical concerns regarding the software systems and other practical matters. One of the most pressing issues is that the register excludes purchase of fertiliser outside the State. ICOS has said that this would create massive loopholes and open up the likelihood of abuse. Will Mr. Doyle expand on that for the committee?
