Tommy Broughan: The Home Building Finance Ireland Bill 2018 was announced last October in budget 2018 and HBFI was expected to be functioning and giving out loans by the end of quarter 2 of 2018. It is now expected to be operational at the end of the year. One would think that there was not a housing crisis and no need for radical emergency measures, if we take nine months to bring in basic legislation....
