- Seanad: Local Government (Household Charge) Bill 2011: Committee Stage (7 Dec 2011)
Caít Keane: There is a price on everything. I accept that the value of property has decreased by 50%.
- Seanad: Local Government (Household Charge) Bill 2011: Committee Stage (7 Dec 2011)
Caít Keane: I thank the Minister of State for confirming that those involved in shared ownership will be exempt. That is even better than the 50-50 arrangement to which I referred. It will be 100%. People should be made aware of the exemption categories because the Bill does not contain information in this regard. If a property is the subject of a 50-50 ownership arrangement, it will not be 100%...
- Seanad: Local Government (Household Charge) Bill 2011: Committee Stage (7 Dec 2011)
Caít Keane: I cannot support the amendment. Standing Orders should be amended if a Bill proposes to take out X amount of funds. The onus would be on one to identify where one would get the funds to replace it.
- Seanad: Local Government (Household Charge) Bill 2011: Committee Stage (7 Dec 2011)
Caít Keane: I am dealing with the amendment. We all know that this is not the ideal way to introduce a property tax and nobody has said it is. While the initial charge of â¬100 per property is not value based, the Minister and the Government are firmly committed to introducing a valuation based property tax to replace the household charge. That is what we said then, that is what we are doing now and...
- Seanad: Local Government (Household Charge) Bill 2011: Committee Stage (7 Dec 2011)
Caít Keane: That is exactly what was said.

- Seanad: Local Government (Household Charge) Bill 2011: Committee Stage (7 Dec 2011)
Caít Keane: He is not saving the Exchequer any money. The Exchequer is paying out the money and funding his party.

Caít Keane: In 2009.
- Seanad: Local Government (Household Charge) Bill 2011: Committee Stage (7 Dec 2011)
Caít Keane: An bhfuil seo riachtanach? Tá sé intuigthe in Acht 1992. Mar sin an bhfuil sé riachtanach san mBille seo? Is it necessary?
- Seanad: Local Government (Household Charge) Bill 2011: Committee Stage (7 Dec 2011)
Caít Keane: I welcome the Minister of State. I refer to section 2(h) on the shared ownership scheme. I ask the Minister of State to look at that because a reasonable suggestion has been made. In section 3, on page 6, our Bill states that where a residential property is owned by two or more persons those persons shall be jointly liable to pay the household charge. If one takes that logically it would...
- Seanad: Order of Business (7 Dec 2011)
Caít Keane: I am afraid I will repeat what Senator Mary Ann O'Brien has just said but it is worth repeating.
- Seanad: Order of Business (7 Dec 2011)
Caít Keane: I wished to comment during the debate yesterday evening as well but due to time constraints I did not get to say my piece. I understand that we must run the Seanad in an orderly way but perhaps if we cut out the repetition we would be able to operate within the time constraints agreed on the Order of Business. If we allow it to run over all the time we will get nowhere. It would be good if...
- Seanad: Local Government (Household Charge) Bill 2011: Second Stage (6 Dec 2011)
Caít Keane: I welcome the Minister of State. Further to what Senator à Domhnaill said about the short notice we received on this Bill, I would welcome improvements in this regard because some of us had to burn the midnight oil last night to get up to speed on it. It is not a nice thing to be required to do. Given that the Senator intends to oppose the Bill because it does not offer sufficient...
- Seanad: Local Government (Household Charge) Bill 2011: Second Stage (6 Dec 2011)
Caít Keane: They were abolished in 1977 by Jack Lynch. I know. It was an opportunistic decision.
- Seanad: Local Government (Household Charge) Bill 2011: Second Stage (6 Dec 2011)
Caít Keane: He was a good man but he did not always make the right decisions. As the measure is set out in the EU-IMF agreement, we are left with no choice but to implement it. It is one of the fairer ways of raising tax because the tax that exists at present hits businesses and everything else. The previous Government set a precedent on property tax in the â¬200 levy on private rented properties.
- Seanad: Local Government (Household Charge) Bill 2011: Second Stage (6 Dec 2011)
Caít Keane: It is not a home tax. It affects holiday houses. The Fianna Fáil Party's renewed programme for Government included a site valuation tax for non-agricultural land. I am delighted to learn it is addressing the exemptions. Perhaps they can go further than they currently stand. The issue of disabilities and disabled children, where people face hardships, could be reconsidered. They should...
