- Confidence in the Government: Motion [Private Members] (11 Dec 2012)
Martin Ferris: That child is only barely surviving. Her father, a lone parent, is trying to ensure she does survive. She gets no support services from the State and the family was offered a measly €1,000 for treatment in the UK which cost €15,000. Martin Ferris: I have concerns about this as well. We spoke earlier about people being afraid to go to court because of the cost. If there is an allegation or suspicion that a person is committing an offence and he or she has a fixed fine or payment notice served upon him or her, he or she could find himself or herself under pressure to pay the fine or fixed payment rather than go through due process even...
- Select Committee on Agriculture, Food and the Marine: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (11 Dec 2012)
Martin Ferris: The Minister says the option exists but it is weighted in so far as people will pay rather than go through the courts even though it is only an allegation. Deputy Ó Cúiv mentioned that other aspects of the law are black and white in that they are based on facts. Many cases relating to animal welfare come down to interpretation by the person observing.
