- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Sub-Minimum Rates of the National Mininimum Wage: Discussion (10 Jul 2024)
Paul Gavan: That really shows where ISME is, not just on this. It is so far to the right it is frightening.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Sub-Minimum Rates of the National Mininimum Wage: Discussion (10 Jul 2024)
Paul Gavan: There is a stark contrast here. We regularly have IBEC in and I disagree with it on many issues but you would never hear someone from IBEC come out with a statement like that. It is outrageous.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Sub-Minimum Rates of the National Mininimum Wage: Discussion (10 Jul 2024)
Paul Gavan: Perhaps our colleagues in ISME would shed some light on that.
- Seanad: Nithe i dTosach Suíonna - Commencement Matters: National Advocacy Service (9 Jul 2024)
Paul Gavan: The Minister of State is very welcome. The National Advocacy Service provides a free and independent representative advocacy service to adults with disabilities across Ireland. The service has a particular remit to work with people with disabilities who are in vulnerable situations such as people who are isolated from their community of choice or mainstream society or who may communicate...
- Seanad: Nithe i dTosach Suíonna - Commencement Matters: National Advocacy Service (9 Jul 2024)
Paul Gavan: I know the Minister of State is just here reading a script and while I have some sympathies for her in that respect that is an absolutely appalling answer and anyone reading it will see that. The Labour Court recommendation needs to be implemented. Regarding the level of excuses here and being unclear what comparable grades there are, I can tell the Minister of State that whatever...
- Seanad: Nithe i dTosach Suíonna - Commencement Matters: National Advocacy Service (9 Jul 2024)
Paul Gavan: They were worthless offers.
- Seanad: Nithe i dTosach Suíonna - Commencement Matters: National Advocacy Service (9 Jul 2024)
Paul Gavan: Worthless.
- Seanad: An tOrd Gnó - Order of Business (9 Jul 2024)
Paul Gavan: Initially, I wish to be associated with the Cathaoirleach's own remarks on John O'Mahony. I had the pleasure of serving with John in the last Seanad. I agree with everything that has been said. He was an absolute gentleman and someone who was very passionate about the west of Ireland. He was very strong in his opinions but always very pleasant and modest for a man with his achievements....
- Seanad: Social Welfare (Miscellaneous Provisions) Bill 2024: Committee and Remaining Stages (9 Jul 2024)
Paul Gavan: I move amendment No. 2: In page 7, between lines 27 and 28 to insert the following: “Report on PRSI increases 4. The Minister shall, within three months of the passing of this Act, prepare and lay before Dáil Éireann a report on a revised and progressive schedule of PRSI increases in the years 2024 to 2029 which maintains the rate of employee PRSI at 4 per cent.”....
- Seanad: Social Welfare (Miscellaneous Provisions) Bill 2024: Committee and Remaining Stages (9 Jul 2024)
Paul Gavan: We will agree to disagree.
- Seanad: An tOrd Gnó - Order of Business (4 Jul 2024)
Paul Gavan: On 4 July it is important for this House to recall that the Biden Administration has sent huge numbers of munitions to Israel, including more than 10,000 highly destructive 2,000 lb bombs and thousands of Hellfire missiles, since the start of the genocide in Gaza. Between the commencement of the genocide last October and recent weeks, the United States transferred at least 14,000 MK-84 2,000...
- Seanad: An tOrd Gnó - Order of Business (4 Jul 2024)
Paul Gavan: Well said.
- Seanad: An tOrd Gnó - Order of Business (3 Jul 2024)
Paul Gavan: Well said. I raise a concerning case from Limerick that highlights fundamental flaws in the workings of the Financial Services and Pensions Ombudsman’s office. It concerns a family who lost their husband in very tragic circumstances, only to discover that the pension provision he had made for himself and his family through his long employment with Analog Devices would be withheld...
- Seanad: Defence (Amendment) Bill 2024: Committee Stage (3 Jul 2024)
Paul Gavan: I will be brief as I am conscious of time and the opportunity to respond. Sinn Féin shares all of the concerns Senator Wall outlined. We would appreciate a positive response from the Minister in respect of these amendments.
- Seanad: Health (Scoliosis Treatment Services) Bill 2024: Second Stage (3 Jul 2024)
Paul Gavan: On behalf of Sinn Féin, I very much support this Bill from the Independent Group. It is both necessary and very welcome. It is encouraging to hear the responses from the Government side, which clearly acknowledge there is a major problem here that has not been tackled to date. It is to be hoped there will be consensus on the Bill. That would be very welcome. The scandal of long...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with the Department of Enterprise Trade and Employment (3 Jul 2024)
Paul Gavan: I welcome the Minister and congratulate him on his elevation. The Low Pay Commission recently recommended the abolition of all sub-minimum rates of pay for young workers. It is an issue close to my heart. I have a Bill ready to go in this regard. What is the stance of the Department? When will the Minister act on this unanimous recommendation?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with the Department of Enterprise Trade and Employment (3 Jul 2024)
Paul Gavan: Does the Minister have any idea of a timeline for when those pieces of work will be completed?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with the Department of Enterprise Trade and Employment (3 Jul 2024)
Paul Gavan: The EU adequate minimum wages directive is due to come into force in November this year, as the Minister knows. Owen Reidy from ICTU said, "To date little if any meaningful progress has been made by government to bring Irish law into compliance with the requirements of a directive they voted for in Brussels." I am genuinely at a loss. What is happening? Where is the Government at in...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Engagement with the Department of Enterprise Trade and Employment (3 Jul 2024)
Paul Gavan: I hope so. I am glad to hear that response from the Minister. We have an issue with low pay. IBEC was before the committee a couple of weeks ago. Its representatives spoke about the care sector, which is important to our economy and our families, in many cases. It acknowledged the rate of pay per hour for a home care worker is €13.10, a shockingly low rate of pay. I asked IBEC...

Paul Gavan: The tips legislation was my idea, so I thank the Minister for mentioning it. However, in terms of low pay-----
