John Halligan: The Senator mentioned the effect of the split incentive, whereby the economic benefits of reducing energy levels did not accrue to the party who was achieving the savings. A landlord is not incentivised to upgrade a rental property to make it more energy efficient because he or she does not gain a direct benefit. I agree that that is a problem.
