Committee on Arrangements for Budgetary Scrutiny: Engagement with Minister for Finance and Minister for Public Expenditure and Reform (15 Jun 2016)

David Cullinane: The Chairman always uses the word "brief" when it comes to me. I hope I get the same time as everybody else. I thank him for his clarification. I welcome the Ministers. The Government's submission was helpful in the sense that it set out the new budgetary cycle. We have had discussions on this. As the Minister, Deputy Noonan, put it, we are a scoping or arrangements committee which is...

Committee on Arrangements for Budgetary Scrutiny: Engagement with Minister for Finance and Minister for Public Expenditure and Reform (15 Jun 2016)

David Cullinane: I am asking the Minister for his view.

Committee on Arrangements for Budgetary Scrutiny: Engagement with Minister for Finance and Minister for Public Expenditure and Reform (15 Jun 2016)

David Cullinane: What about scrutiny of off-balance sheet budgeting?

Rent Certainty Bill 2016: Second Stage [Private Members] (14 Jun 2016)

David Cullinane: I hope that is genuinely the position of the Government and not just the Minister's position, because he is seen by many people outside the Chamber as the friendly face of the Fine Gael Party. Unfortunately, the Fine Gael Party does not always sing from the same hymn sheet as the Minister did this evening. To get to the heart of this issue, we are dealing with people who are in dire...

Rent Certainty Bill 2016: Second Stage [Private Members] (14 Jun 2016)

David Cullinane: I have heard an awful lot in the last number of months about new politics and, already, it is becoming a bit of a tired cliche. I have not seen much evidence of it when it comes to my party and how Fianna Fáil and Fine Gael have treated our approach to the Thirty-second Dáil since I have become a Member. The Government could have taken a constructive approach to our Bill today....

Rent Certainty Bill 2016: Second Stage [Private Members] (14 Jun 2016)

David Cullinane: I am talking about the Government. The Taoiseach, in this Chamber today, as I sat here on the Order of Business-----

Rent Certainty Bill 2016: Second Stage [Private Members] (14 Jun 2016)

David Cullinane: I am not interested in picking any fight. I am pointing out the reality of what the Taoiseach said and of what Fianna Fáil said about our Bill, namely, that we were playing political games. If the Minister does not believe that, and if he believes, like me, that is disingenuous, he should say that and say that what we are doing here tonight is in the best interests of citizens. It is...

Banded Hours Contract Bill 2016: First Stage (14 Jun 2016)

David Cullinane: I move:That leave be granted to introduce a Bill entitled an Act to provide for banded hour contracts, the right for a worker to request increased hours and a corresponding obligation on an employer to consider such a request, to permit refusal only on objectively justified grounds and an obligation on employers to provide information to workers on the overall availability of working hours in...

Banded Hours Contract Bill 2016: First Stage (14 Jun 2016)

David Cullinane: I move: "That the Bill be taken in Private Members' time." If Taoiseach would give me his attention, I appeal to him to read the Bill. It is an important one that goes to the heart of an issue that affects many low paid workers in this State. The Taoiseach will be aware that a report was commissioned by the previous Minister for Jobs, Enterprise and Innovation on "if and when"...

Equal Status (Equality Proofing) (Amendment) Bill 2016: First Stage (9 Jun 2016)

David Cullinane: I move: "That the Bill be taken in Private Members' time." I thank the Ceann Comhairle for giving me the time to move this Bill today. It amends the existing legislation and aims to provide for equality-proofing of Government policy, budgets and public bodies through impact assessments. Its aim is to promote equality in the functioning of public bodies and to provide for the carrying...

Order of Business (9 Jun 2016)

David Cullinane: Is it the intention of the Government to provide an update to the Oireachtas on the status of the regional jobs action strategies that were published to much fanfare? The most recent quarterly household survey indicates unemployment in the south east is still at 12.5%, compared with less than 7% in Dublin, less than 6% in the south west and 5.5% in the east.

Order of Business (9 Jun 2016)

David Cullinane: Unemployment in the south east is still almost twice the national average, which is not good enough. When is it expected to see an update on these regional strategies? They are meant to deal with these issues but, unfortunately, in the south east they have not been dealt with to the satisfaction of people living in the area.

Equal Status (Equality Proofing) (Amendment) Bill 2016: First Stage (9 Jun 2016)

David Cullinane: I move:That leave be granted to introduce a Bill entitled an Act to promote equality in the functioning of public bodies, to provide that regard be had by public bodies to the desirability of reducing socio-economic and other inequalities, to provide for the carrying out of equality impact assessments in respect of measures that are likely to have significant impact or effect on the equality...

Written Answers — Department of Children and Youth Affairs: Child and Family Agency Funding (9 Jun 2016)

David Cullinane: 14. To ask the Minister for Children and Youth Affairs her plans to further resource Tusla, the Child and Family Agency, to address the heavy caseloads of social workers; and if she will make a statement on the matter. [14829/16]

Written Answers — Department of Children and Youth Affairs: Adoption Legislation (9 Jun 2016)

David Cullinane: 38. To ask the Minister for Children and Youth Affairs if she has considered amalgamating the proposed adoption information and tracing Bill with the current Adoption Amendment Bill 2016; if not, her rationale for not doing so; and if she will make a statement on the matter. [14830/16]

Committee on Arrangements for Budgetary Scrutiny: Business of Select Committee (8 Jun 2016)

David Cullinane: I welcome the secretariat paper which is very helpful and gives some shape to our work. This follows some confusion during the last meeting in which we were all involved. The paper has provided some welcome clarity. The Chairman's paper was also very helpful and I agree with much of what is in it. There are a number of key issues which we need to discuss and consider in depth. First,...

Committee on Arrangements for Budgetary Scrutiny: Business of Select Committee (8 Jun 2016)

David Cullinane: Yes. However, there is still confusion in some respects. Unless we get clarity from the start, we will end up going around in circles. We have terms of reference which were set down by the Government. The problem in the process so far - I am being helpful and constructive in saying this - is that we have not had any outline of what those terms of reference are. The Government has set out...

Committee on Arrangements for Budgetary Scrutiny: Business of Select Committee (8 Jun 2016)

David Cullinane: We have not had that. If we got that, at least we would know. Obviously, the Government has a view on what it wants the committee to do and on what it wants this costings unit to be. We have terms of reference which are to enable the set up in terms of process, structure, etc. However, we are still operating under terms of reference that we have not gone through.

Committee on Arrangements for Budgetary Scrutiny: Business of Select Committee (8 Jun 2016)

David Cullinane: The Oireachtas has mandated us but we have a terms of reference. I am assuming the Government will have its view. The programme for Government deals with some of this.

Written Answers — Department of Public Expenditure and Reform: Public Sector Pay (8 Jun 2016)

David Cullinane: 366. To ask the Minister for Public Expenditure and Reform the full cost of reverting to a single-tier pay structure across the public sector. [14620/16]
