- Select Committee on Foreign Affairs and Trade, and Defence: Permanent Structured Cooperation (PESCO) Projects: Motion (30 Jun 2022)
Sorca Clarke: He said that earlier on. So why did he not bring that up first?
- Select Committee on Foreign Affairs and Trade, and Defence: Permanent Structured Cooperation (PESCO) Projects: Motion (30 Jun 2022)
Sorca Clarke: It is much wider than this-----
- Select Committee on Foreign Affairs and Trade, and Defence: Permanent Structured Cooperation (PESCO) Projects: Motion (30 Jun 2022)
Sorca Clarke: - and should have been given much higher priority in terms of going to the Government and to this committee before this. We are probably going to disagree until the end of time on this issue. I do believe that the Minister has made a mistake in bringing this forward at this time without that other piece of work being done in advance.
- Joint Oireachtas Committee on Gender Equality: Recommendations of the Report of the Citizens’ Assembly on Gender Equality: Discussion (Resumed) (30 Jun 2022)
Sorca Clarke: I thank our guests for their time this morning. It is always good to have people like them come in because it gives us very useful information. I will start by saying that I absolutely love the CSO’s website. It is one of the best resources that is out there. It is one of those rabbit holes that one can wander down on one’s sofa and actually leave with a little bit of...
- Joint Oireachtas Committee on Gender Equality: Recommendations of the Report of the Citizens’ Assembly on Gender Equality: Discussion (Resumed) (30 Jun 2022)
Sorca Clarke: Great stuff. I just want to touch on the equality budget and that overarching strategy or set of goals. Is what we have at the moment effective for actually capturing the data that we need? Any legislation needs to be based on what is most beneficial to society, and that comes from having real quantitative data. In terms of the interdepartmental group on equality budgeting, are all...
- Joint Oireachtas Committee on Gender Equality: Recommendations of the Report of the Citizens’ Assembly on Gender Equality: Discussion (Resumed) (30 Jun 2022)
Sorca Clarke: Ms O’Loughlin mentioned scan. My understanding is that at that time there was a concern that there was actually a hindrance by the fact that equality budgeting was not obligatory and that Departments had limited incentive or capacity to participate and were unclear on the ultimate goals of the initiative. Has that been addressed? Have significant steps been taken to address it?
- Joint Oireachtas Committee on Gender Equality: Recommendations of the Report of the Citizens’ Assembly on Gender Equality: Discussion (Resumed) (30 Jun 2022)
Sorca Clarke: I will come back in later.
- Joint Oireachtas Committee on Gender Equality: Recommendations of the Report of the Citizens’ Assembly on Gender Equality: Discussion (Resumed) (30 Jun 2022)
Sorca Clarke: Mr. Culhane raised an important point. The data collected declines significantly after gender and age in terms of the data set. Gender has 68 data sets, age has 65, but if we look at family status there are 19. There is that bit of a cliff edge. In fact the next closest to age in terms of data sets is race, which is at 26. There is that cliff edge of falling off of the collected data....
- Joint Oireachtas Committee on Gender Equality: Recommendations of the Report of the Citizens’ Assembly on Gender Equality: Discussion (Resumed) (30 Jun 2022)
Sorca Clarke: Not to add to the pressures of demand for data, the citizens' assembly was clear in what it wanted Government to do in terms of a referendum. If the referendum were to be put to the people next year, if it were to pass and if there was a more definitive definition of what care is and what care looks like, would that increase the options for the CSO when it comes to the next census form, the...
- Joint Oireachtas Committee on Gender Equality: Recommendations of the Report of the Citizens’ Assembly on Gender Equality: Discussion (Resumed) (30 Jun 2022)

- Joint Oireachtas Committee on Gender Equality: Recommendations of the Report of the Citizens’ Assembly on Gender Equality: Discussion (Resumed) (30 Jun 2022)
Sorca Clarke: I thank the witnesses.
- Joint Oireachtas Committee on Gender Equality: Recommendations of the Report of the Citizens’ Assembly on Gender Equality: Discussion (Resumed) (30 Jun 2022)
Sorca Clarke: It is something that this committee has heard about, particularly as it relates to younger carers who have a caring role but do not identify themselves as carers because, for example, they do not believe they are full-time carers if they are going to school or to part-time work. There is a wider question around the definition of caring and what care looks like, be it in the home or the community.

- Ceisteanna Eile - Other Questions: Defence Forces (28 Jun 2022)
Sorca Clarke: In terms of operational capacity and human resources specifically for the navy, I highlight this as a real concern.
- Ceisteanna Eile - Other Questions: Defence Forces (28 Jun 2022)
Sorca Clarke: 72. To ask the Taoiseach and Minister for Defence the specific recruitment drives that have taken place in respect of school leavers and graduates from third level education; and if there were targeted campaigns in respect of areas of known understaffing in the Defence Forces. - Ceisteanna Eile - Other Questions: Defence Forces (28 Jun 2022)
Sorca Clarke: I ask the Minister to provide details of specific recruitment drives that have taken place in respect of school leavers and third level graduates. Are there targeted campaigns in respect of areas of known understaffing in the Defence Forces, with specific reference to engine room artificers?
- Ceisteanna Eile - Other Questions: Defence Forces (28 Jun 2022)
Sorca Clarke: How many of those events, engagements and media partnership relationships have resulted in people signing up as members of the Defence Forces, particularly the navy? I give credit to Niall O'Connor on his article published onthejournal.iethis evening. On a specific question relating to that article, was the Minister informed at his recent trip to Cork that there was an impending need to tie...
- Ceisteanna Eile - Other Questions: Defence Forces (28 Jun 2022)
Sorca Clarke: There is a very unusual situation in the navy. There can be several people on the same boat doing the same job but getting three different levels of pay. That is simply unacceptable. What is clear, even in terms of the seagoing service commitment but specifically in respect of the tax credit, is that one cannot penalise Naval Service personnel for not reaching 80 days at sea if the ship on...
