- Committee on Budgetary Oversight: Corporation Tax Regime: Discussion (16 May 2018)
Colm Brophy: I am going to ask a few questions if the Deputy does not mind. Following up on that last point, we should certainly be prudent in how we project future rises. We should be prudent in how we make expenditure commitment. I was in business for 20 years before my election to this House. Everybody knows that companies make profits in some years and do not in others. We cannot rely on the...

- Committee on Budgetary Oversight: Corporation Tax Regime: Discussion (16 May 2018)
Colm Brophy: The real question on vulnerability is - and this, the wind at the back thing, is probably referred to often - if there is a second round of changes in eight or ten years time, until we would see how that would play out would we have exactly the same scale of vulnerability for us or possibly against us? We would not know until we saw the outcome.

Colm Brophy: I thank the Taoiseach. Budgetary oversight is a broad area in itself. I would like to ask the Taoiseach his views on threats to economic prosperity as we face into budget 2019. We are making sustainable progress in respect of economic recovery. Where does the Taoiseach see the main threats as we face into the budget process?

Colm Brophy: The Committee on Budgetary Oversight is a new committee. I want to acknowledge the work of the parliamentary budget office and particularly salute its ability to supply members with information, and to acknowledge the comprehensive level of information it has given us. There are two issues, the first of which is the timely availability of information from the Department of Finance to aid...

- Committee on Budgetary Oversight: Environmental Impact of Fiscal Instruments: Discussion (8 May 2018)
Colm Brophy: I have a number of questions for Professor Morgenroth. One of the most interesting things I took from his briefing and the questions he answered is that we are caught in a bind of our own making. As Deputy Broughan and Deputy Lahart alluded to, as a State we have historically used motor taxation as an effective revenue driver by having it so high at 10% of revenue raised. Our ability to...

Colm Brophy: As no-one else is offering, I shall conclude the meeting. I thank Professor Morgenroth for engaging with us on this matter. I wish to advise members that we will arrange separate meetings with the Irish Road Haulage Association and the electric vehicle owners. This will ensure that we hear all sides of the argument. I thank Professor Morgenroth for his attendance. I propose that we...
