Róisín Shortall: It can be seen why there is not a clear focus. This is a major issue concerning the failure to provide adequate and timely services in a streamlined way to children and adolescents. Mr. Walsh has a vast area of responsibility, and the idea of just lumping in mental health services does not seem to make a great deal of sense. How many CHOs do not have clinical directors?
