Kieran O'Donnell: Let us boil it down to finances. With regard to the security issue, there is bridging finance for a period of time before the houses are built. Is there a security issue in that regard? How would that work? I presume these are private investors who would provide funding and they are looking for security. Is it for the existing housing stock? The local authorities have total charge.
