Steven Matthews: I am trying to read the explanatory note, the amendment and the Bill. There is reference to where a section of road has had a reduction in the speed limit applied. Is there a definition of "built-up area"? The term is referenced in the explanatory document. It is described as a "build-up area" but I presume that is meant to be a "built-up area". How do we define a "built-up area"?

Things often occur to witnesses after they have left a meeting. If the witnesses have other questions they want to pose, they should send them to the committee secretariat.
