Committee on Budgetary Oversight: Report of the Commission on Taxation and Welfare: Discussion (Resumed) (8 Mar 2023)

Mairéad Farrell: How fast could that wind-down be done in the context of the roll-out of Sláintecare? What is TASC’s vision of that or is it too difficult to compute given that it depends on how quickly Sláintecare is implemented?

Committee on Budgetary Oversight: Report of the Commission on Taxation and Welfare: Discussion (Resumed) (8 Mar 2023)

Mairéad Farrell: That is fair.

Committee on Budgetary Oversight: Report of the Commission on Taxation and Welfare: Discussion (Resumed) (8 Mar 2023)

Mairéad Farrell: Can Dr. Goffe explain that with an example?

Committee on Budgetary Oversight: Report of the Commission on Taxation and Welfare: Discussion (Resumed) (8 Mar 2023)

Mairéad Farrell: Dr. Goffe is referring to removing it without Sláintecare implementation.

Committee on Budgetary Oversight: Report of the Commission on Taxation and Welfare: Discussion (Resumed) (8 Mar 2023)

Mairéad Farrell: There would be additional suffering, I suppose. I read a recent OECD report that showed the State had the lowest number of consultant specialists in the EU per head of population. The EU average was 2.45 per 1,000 population but this State falls well below that with just 1.44 per 1,000 population. Why is that and what could be done to bring us more in line with the EU average? If Dr....

Mairéad Farrell: There is also the issue of housing. Chapters 13 and 15 of the commission’s report concern the need to move to a low-carbon economy and address the area of public health in general. I have a question on an area that links those two areas. It has supposedly been a Government priority since 2018 and there is almost universal agreement on it, not only by industry but also the...

Committee on Budgetary Oversight: Report of the Commission on Taxation and Welfare: Discussion (Resumed) (8 Mar 2023)

Mairéad Farrell: I will leave it at that because I am conscious of the time and that we have other witnesses coming in later. I thank the witnesses.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Investment Funds: Discussion (8 Mar 2023)

Mairéad Farrell: Gabhaim buíochas leis na finnéithe as ucht teacht os comhair an choiste inniu. I thank the witnesses for coming before the committee. I am very much aware of the support that the organisations represented give to so many people. I want to recognise that. The witnesses and many of us know the real impact that the issue has on so many people. My first question is for the...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Investment Funds: Discussion (8 Mar 2023)

Mairéad Farrell: That is a really important point and it leads on to my next question. I was dealing with a woman who received a letter from one of those funds. It was a really bad time in her life. The letter told her basically that she needed to vacate the house in ten days or something. It was only that her daughter contacted me and I was able to contact the Irish Mortgage Holders Association which was...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Investment Funds: Discussion (8 Mar 2023)

Mairéad Farrell: Absolutely. That is a really powerful message. When I have people come into me about these kinds of things, they usually have not told anybody. I always say, and have said it here before, that if people on the street just spoke to the neighbours and all told each other what is going on in their lives they would realise they are a lot less alone. People often feel ashamed because they do...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Investment Funds: Discussion (8 Mar 2023)

Mairéad Farrell: What is meant by "transitional"?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Investment Funds: Discussion (8 Mar 2023)

Mairéad Farrell: So there are 26 extra ones. There are 17 at the moment and 26 extra ones coming on stream?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Investment Funds: Discussion (8 Mar 2023)

Mairéad Farrell: May I ask a question that is probably a stupid question?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Investment Funds: Discussion (8 Mar 2023)

Mairéad Farrell: Some people could think - not that I think this - that more firms coming on stream will make others more competitive. That may be the theory, but what negative impact will it have?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Investment Funds: Discussion (8 Mar 2023)

Mairéad Farrell: They are separate entities, legally, or-----

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Investment Funds: Discussion (8 Mar 2023)

Mairéad Farrell: That would be interesting.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Investment Funds: Discussion (8 Mar 2023)

Mairéad Farrell: Wow.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Investment Funds: Discussion (8 Mar 2023)

Mairéad Farrell: That is a question I had. The witnesses are on the front line. They see the impact. Will they touch on the physical and mental health impacts they see? We can often talk about numbers, but they do not have that same real-world impact, because people do not realise the numbers are about people.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Investment Funds: Discussion (8 Mar 2023)

Mairéad Farrell: Unfortunately, my colleague, Deputy Doherty, could not be here; he really wanted to be. This is an area he deals with rather than me. I am spokesperson on public expenditure and he is spokesperson on finance. It is an area in which he has had a massive interest for a long period.
