Committee on Budgetary Oversight: Scrutiny of European Commission Country Report Ireland 2019 and European Semester (13 Mar 2019)

Eamon Ryan: What worries me is that by individualising our tax system without individualising our social welfare system, we have made things increasingly difficult. There are various reasons behind every choice. Every family is best placed to make its own choice. We should not be interfering. Everything the Commission does comes from a philosophy that originated in countries with declining...

Committee on Budgetary Oversight: Scrutiny of European Commission Country Report Ireland 2019 and European Semester (13 Mar 2019)

Eamon Ryan: I disagree with the fundamental economic analysis that does not see caring work as labour market participation.

Committee on Budgetary Oversight: Scrutiny of European Commission Country Report Ireland 2019 and European Semester (13 Mar 2019)

Eamon Ryan: I do not want to labour that point. I have two others to make. I understand that the Commission cannot influence the decision-making of the European Central Bank. This country's housing crisis is a critical problem, particularly in our cities. If we are to move to change our housing model, we need a model of cost-rental housing that involves using public land in the market to build...

Committee on Budgetary Oversight: Scrutiny of European Commission Country Report Ireland 2019 and European Semester (13 Mar 2019)

Eamon Ryan: I am a Green Party member and the European institutions have done a very good job on the 2030 climate package, the governance structure and shared targets. Mr. Martínez Mongay is right to say, and the Irish Fiscal Advisory Council has said the same, that one of Ireland's big fiscal risks is not meeting our climate targets. The council estimated it as high risk with high impact. If the...

Committee on Budgetary Oversight: Scrutiny of European Commission Country Report Ireland 2019 and European Semester (13 Mar 2019)

Eamon Ryan: I appreciate that, it would be very useful as part of our iterative process.

Tributes on Retirement of Member of Staff (12 Mar 2019)

Eamon Ryan: There is a tradition I like where we, on entering or leaving this Chamber, nod, bow or whatever - various versions thereof - to the Chair. I think it is not only to the Chair. It is to the civil servants in front of the Ceann Comhairle as well. We do not have a mace in this House. Our mace is those screens, that rule book and those Standing Orders on the desk in front of Patricia and...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte: Chairperson Designate (12 Mar 2019)

Eamon Ryan: I thank the Chairman. I am not a member of the committee but I am very glad to be able to come here to put a couple of questions to Ms Gray. I know her from her previous work as chair of EirGrid. I cannot think of a better person to take on the role at Coillte. Her record and the work I have seen her do for the State are exemplary. The way she managed EirGrid and other companies, her...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte: Chairperson Designate (12 Mar 2019)

Eamon Ryan: In the past, people asked why we needed three or four companies involved in a new venture. I think we need every company to be involved. They are separate and I do not think we should be merging Coillte and Bord na Móna. They involve different skills. However, combining their skills with those of the ESB and our gas network makes sense.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte: Chairperson Designate (12 Mar 2019)

Eamon Ryan: If I may follow on from Senator Lombard's remarks, it is going to require different economics. If we are going towards 100-year forestry, which in my mind we are, it is a different model. There will be income streams from the thinnings and the management of it. We may have to pay. The way things are going in Europe and elsewhere is to have recognition of that and payment systems...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte: Chairperson Designate (12 Mar 2019)

Eamon Ryan: On that point, is Coillte's expertise in parks? Might it be best to get the National Parks and Wildlife Service to manage and run some of that? It may have expertise that Coillte might not have.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte: Chairperson Designate (12 Mar 2019)

Eamon Ryan: The National Parks and Wildlife Service does not have enough resources at the moment but if it did, it might be a good co-operation partner.

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Retail Sector (7 Mar 2019)

Eamon Ryan: I have a fear that if we simply watch as the switch to online happens, we will end up with derelict high streets. It is happening already to varying degrees and different towns are affected in different ways. We will end up with only multinational and large retailers and no small indigenous retailers. According to Retail Ireland, the four crippling factors are labour costs, rates,...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Retail Sector (7 Mar 2019)

Eamon Ryan: I support the application of the urban and rural regeneration schemes to the centres of our towns. This is critical. Many of our 19th century towns are dying on their feet. We cannot turn back to the 19th century, but we should make sure it is not just laissez-fairewith everyone shopping in the multi-storey, out-of-town shopping centre while main streets die. We need to get people back...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Retail Sector (7 Mar 2019)

Eamon Ryan: County Clare is a good example. Friends of mine live in Scarriff and Kilrush and these are examples I give the Minister of State of towns that are dying on their feet. Scarriff is down to a single main street retailer. The risk is that this will happen in every single Irish town, that we will be left with one multiple outlet. While these are good businesses, typically run by local...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Retail Sector (7 Mar 2019)

Eamon Ryan: 5. To ask the Minister for Jobs, Enterprise and Innovation if her attention has been drawn to the recent closures of long-standing small retailers in central Dublin and other cities and towns; the measures she has considered to support such local businesses; and if she will make a statement on the matter. [11397/19]

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Retail Sector (7 Mar 2019)

Eamon Ryan: Recently when I was walking down Grafton Street, I realised another shop had closed, one that was part of our culture and heritage and the streetscape. I am referring to Fitzpatrick's shoe shop in which I used to buy my shoes. In Temple Bar the Eager Beaver shop which I have been into during the years and is a brilliant business is also shutting down. Walton's music shop was closed last...
