Michael Healy-Rae: The Ceann Comhairle has ruled out of order the first matter about which I wished to pose a question, namely, when the White Paper on universal health insurance would be brought forward. People were already crippled by the amounts they were obliged to pay for private health insurance before this morning's announcement. However, I cannot speak on this matter-----
