Seanad: An tOrd Gnó - Order of Business (30 May 2019)

Tim Lombard: We need to set up an electoral commission and to examine the issue. It has been 20 years since we spoke about e-voting. We should have a debate about the system.

Seanad: An tOrd Gnó - Order of Business (30 May 2019)

Tim Lombard: There were also plebiscites in three cities, two of which failed. The scenario in Cork was unusual. We asked for a plebiscite of the people of Cork on the question of a lord mayor but when we extended the boundary we never asked the people in a plebiscite - we just did it. There is a contradiction in this. There is a view that the executive could extend the boundary by law but that it...

Seanad: An tOrd Gnó - Order of Business (30 May 2019)

Tim Lombard: -----and fewer councillors. There would be less expense on account of everyone working together. We did not ask the people on the big decision to extend the boundary, which we did in this House, but they should have been asked. The plebiscite should not have been about the mayoralty but about having one local authority. Because we asked the wrong question, we got the wrong decision.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Future of the Beef Sector in the Context of Food Wise 2025: Discussion (Resumed) (28 May 2019)

Tim Lombard: I apologise for missing some of the presentation. I acknowledge Teagasc's great role in trying to ensure there is profitability in beef farming. I have questions on two issues. The industry has seen major movements regarding suckler cows and trends of moving away from suckler cows. In my part of the country, as has been mentioned by other members, the phenomenon of contract rearing of...

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (22 May 2019)

Tim Lombard: Yes, absolutely.

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (22 May 2019)

Tim Lombard: Perhaps in the next session we will rotate the speakers. We started with Deputy Dooley today. We might rotate in the other direction on the next occasion.

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (22 May 2019)

Tim Lombard: We might consider a different format. I welcome the officials from the Department. It is great to have everyone here. We are debating a very important issue. Could our guests provide clarification on the cost–benefit ratio and how it operates? In the presentation, a ratio of 1.15:1 was referenced as the most conservative estimate. The higher estimate is 2.14:1. These are...

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (22 May 2019)

Tim Lombard: The Chairman and other members of this committee spent six or eight months going through a very elaborate process of putting together a report on how we could move our nation forward in the context of climate change. Is it true that, in the cost-benefit analysis process, climate change is not considered as a priority?

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (22 May 2019)

Tim Lombard: So it is not considered in the process at the moment.

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (22 May 2019)

Tim Lombard: Other members and I sat around for months going through this scenario. It is bizarre at the very least that, in the current circumstances, the Department did not consider climate change in the cost–benefit analysis. Is that a fault?

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (22 May 2019)

Tim Lombard: Regarding the maintenance of the network for the next 25 years, what contingency plans or maintenance arrangements, including crews, will be in place if there is a storm of the kind we had over the past 18 months? The ESB can call on personnel from Northern Ireland, as occurred after the last storm. What is the built-in formula for considering those kinds of issues?

Seanad: Nithe i dtosach suíonna - Commencement Matters: Special Educational Needs Service Provision (21 May 2019)

Tim Lombard: I welcome the Minister to the Chamber. I put down this Commencement matter asking the Minister to provide an update on the process as to how it can forward plan the provision of sufficient places for students with special needs. I have raised this issue with him on several occasions. We need to ensure we have enough special needs places for students with special needs. Currently the...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Special Educational Needs Service Provision (21 May 2019)

Tim Lombard: I thank the Minister for his comprehensive reply regarding the issue. It is about trying to find a pathway so that when parents have a diagnosis they can access early intervention and are ensured of a place in two years' time. That is probably the body of work that is required. The HSE has the information and I am concerned that it would provide the information to the Department of...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Practices: Discussion (21 May 2019)

Tim Lombard: We had to leave for a vote. Will Mr. Ó Scanaill go through the timelines prior to December 2017? How many internal conversations took place on changing the code? Where did they take place? What was the focus? Will Mr. Ó Scanaill then go through the timelines after December 2017? Was there a change in staff in the organisation? If so, when, how and why did it happen? Will Mr....

Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Practices: Discussion (21 May 2019)

Tim Lombard: Ms Muldoon will not say whether it was a change in personnel in the institution.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Practices: Discussion (21 May 2019)

Tim Lombard: I never stated that; I merely asked for clarity. Was there a change of registrar?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Practices: Discussion (21 May 2019)

Tim Lombard: Mr. Ó Scanaill is stating that the council can bring a vet to task if the policy of the corporate entity for a practice is to do A, B, C or D and in respect of small animals only. If the vet sticks to that policy and does not accommodate large animals, the council will step in and direct that he or she must deal with all animals. That is the core issue. There are multiples that could...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Practices: Discussion (21 May 2019)

Tim Lombard: Perhaps Mr Ó Scanaill will explain it to me.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Practices: Discussion (21 May 2019)

Tim Lombard: The only person the council can sanction is the vet. Is that true?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Practices: Discussion (21 May 2019)

Tim Lombard: If a corporate had a policy that excluded large animals, the only person the council could sanction is the vet not the corporate.
