Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Second Stage (2 Feb 2012)

Caít Keane: I welcome Dr. Mary Henry to the Seanad and commend all she has done for women in politics. Dr. Henry worked with the former Minister, Gemma Hussey, and the former Deputy, Monica Barnes, in that regard. They were three great fighters for women in politics, along with many others. I welcome also the people in the Gallery from the 50:50 Group, the large delegation from Cork, the...

Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Second Stage (2 Feb 2012)

Caít Keane: The PR-STV system presents more difficulties for the election of women because of the small number of seats in each constituency. This is borne out by the fact that there is a tendency for there to be higher levels of female candidates in the larger constituencies. Women accounted for 13.8% of the candidates in three seat constituencies, 15.4% in four seat constituencies and 16.2% in five...

Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Second Stage (2 Feb 2012)

Caít Keane: The Minister might examine putting in place direct funding for local elections in order that there would be some comeback for making parties adhere to that. Perhaps the Minister might come up with an innovative way to jump that hurdle for us. It is very necessary. Quotas are not my favourite solution, but we have to do it.

Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Order for Second Stage (2 Feb 2012)

Caít Keane: I move: "That Second Stage be taken now."

Seanad: Order of Business (2 Feb 2012)

Seanad: Order of Business (2 Feb 2012)

Caít Keane: I also mention the fact that this is historic day for politics, with the introduction of the Electoral (Amendment)(Political Funding) Bill, which will provide for a 30% quota of women candidates. I will speak on that Bill later today. Sadly, quotas are necessary to increase the proportion of women candidates. If we were to use any other method we would have to wait more than 200 years....

Seanad: Order of Business (1 Feb 2012)

Caít Keane: Senator Mark Daly suggested that 75% of people want a referendum. I agree they should have a say, but the first consideration must be that they understand the proposals on which they are adjudicating. All of the opinion polls to date were undertaken before the wording of the treaty was published. I call for a sensible debate on the proposals, not on the question of whether or not they...

Seanad: Order of Business (1 Feb 2012)

Caít Keane: I will raise it tomorrow.

Seanad: Water Services (Amendment) Bill 2011 [Seanad Bill amended by the Dáil]: Report and Final Stages (1 Feb 2012)

Caít Keane: The amount of disinformation, misinformation, lies and damned lies that have been told about this Bill is unacceptable.

Caít Keane: I will give the Senator the facts.

Seanad: Water Services (Amendment) Bill 2011 [Seanad Bill amended by the Dáil]: Report and Final Stages (1 Feb 2012)

Caít Keane: I was listening to that programme as well. The Senator should not try to turn his words. I was also in contact with Cavan County Council. Of the 11,000 tanks in Cavan that have been inspected, there has been an 89% pass rate. The man on "The Frontline" programme also said that the people of Cavan accepted the legislation.

Seanad: Water Services (Amendment) Bill 2011 [Seanad Bill amended by the Dáil]: Report and Final Stages (1 Feb 2012)

Caít Keane: Speaking to the amendment, which all of us should do, it removes the prosecution element from the register. It will not be on the register. However, the legal requirement to keep water safe is not a new requirement. It is not being introduced in this Bill for the first time. For anybody pollutes the ground water in their area there is already a law in place. That law is being implemented...
